*Presentación*

En 2020, la Unión Europea (UE) y México alcanzaron un "acuerdo de
principio" sobre las principales partes comerciales de *un nuevo acuerdo de
asociación UE-México*. El nuevo acuerdo reemplaza el acuerdo anterior
firmado en el año 2000. Según la Comisión Europea, el acuerdo de asociación
original trajo “muchos beneficios para la UE y México, aunque aún quedan
algunas barreras comerciales”.

*Pero no es oro todo lo que reluce. *Según una investigación reciente
dirigida por PowerShift, el nuevo acuerdo no significa realmente una buena
noticia para los derechos humanos y el medio ambiente. Más bien, podría dar
un nuevo impulso a la liberalización, la privatización y la desregulación
del comercio, implicando impactos negativos en el trabajo.  También
incluiría *un capítulo sobre protección de inversiones y México sería el
primer país latinoamericano en firmar un tratado con Europa que incluya
esta dimensión*. Pero no se incluirían regulaciones serias y vinculantes
para abordar la responsabilidad corporativa. La Caravana Internacional
sobre los impactos del libre comercio y las empresas transnacionales
confirmó en 2019 la existencia de *regiones de emergencia ambiental y
sanitaria* en los corredores industriales donde se ubican importantes
inversiones europeas en México. El nuevo acuerdo puede incluso profundizar
la asimetría actual que se establece entre los intereses de las empresas
transnacionales y los derechos humanos.

Desde el punto de vista europeo, el análisis tampoco es optimista. Las
importaciones agrícolas mexicanas irán en detrimento de las/os
productoras/es europeos. Una vez más, son las/os agricultoras/es quienes
pagarán las consecuencias de la liberalización del comercio.

Este Seminario virtual tiene como objetivo abrir un diálogo entre las/os
parlamentarias/os europeas/os y mexicanas/os y la sociedad civil
promoviendo una reflexión colectiva sobre los principales desafíos del
nuevo acuerdo en términos del respeto de los derechos humanos y del medio
ambiente. Incluirá la presentación de la investigación de PowerShift, así
como un testimonio de las comunidades afectadas en México. También
permitirá a las/os parlamentarias/os y representantes de la sociedad civil
realizar comentarios, para posteriormente derivar en un intercambio abierto
entre oradores y participantes.

 *About*

In 2020 the European Union and Mexico reached an "agreement in principle"
on the main trade parts of a *new EU-Mexico association agreement*. The new
agreement replaces a previous deal between the EU and Mexico from 2000.
According to the European Commission, the original association agreement
brought “many benefits to the EU and Mexico, though some trade barriers
still remain”.

*But all that glitters is not gold.* According to research headed by
PowerShift, the new agreement doesn’t really mean good news for human
rights and environment. Rather, it might give new impetus to liberalisation
and deregulation for trade, privatisation and will have negative impacts on
employment. It would also include *a chapter on investment protection,
which would make Mexico the first Latin American country to sign a treaty
with Europe that includes this dimension*. However, no serious and binding
regulations would be included to address corporate accountability. The
International Caravan on the impacts of free trade and transnational
corporations in 2019 confirmed the existence of *environmental and sanitary
emergency zones* in the industrial corridors where important European
investments are located in Mexico. The new agreement can even deepen the
current asymmetry established between human rights and the interests of
corporations.

Even from a European point of view, the analysis is not more optimistic.
Mexican agricultural imports will be to the detriment of European
producers. Once again, it is the farmers who will pay for the consequences
of trade liberalization.

This Webinar aims to open a dialogue among European and Mexican members of
Parliament and civil society to promote a collective reflection on the main
challenges the new agreement presents for human rights and the environment.
There will be a presentation of PowerShift’s research, as well as a
testimony from affected communities in Mexico.  MPs and civil society
representatives will be able to comment and there will be an open exchange
between speakers and participants.
