With this communication, we'd like to share with you information on the
process towards *Permanent Peoples Tribunal (PPT) on the Violations with
Impunity of the Human Rights of Migrant and Refugee Peoples* and we
include here an important request to your organisation for Sign-on &
Endorsement to the Call convening the PPT.

The *Call convening the PPT is available at this link.*

and process for the Tribunal and it is very important that the Call is
widely endorsed. *From now until June 20th we aim to gather many
endorsements which will also be submitted to the PPT.*

*Objective of the PPT Session *The objective of this process and Session of
the PPT is to identify and judge the "chain" of co-responsibility in the
entire migration and refugee journey that involves the systematic and
widespread violation of human rights that demand urgent action and access
to justice. This is a process that we seek to build from below, with the
people most involved and most directly affected – from the migrant and
refugee self-organisations.
*Consultative process:*
The co-convening organizations, Transnational Migrant Platform Europe
(TMP-E), Filipino Center-Barcelona, ACATHI-Barcelona, Transnational
Institute (TNI), NOVACT, have met together with several organisations in
Barcelona in December 2016 and in March 2017 to prepare the initial steps
towards the PPT. From these meetings it was agreed to formally request the
PPT to hold a Session on the EU Border regime and the violations of the
rights of migrant and refugee peoples.
The Permanent Peoples Tribunal have accepted the Petition and the launch of
the PPT will be held in Barcelona July 7-8, 2017. The first Hearing of the
PPT will be in December (2017) and a second Hearing in 2018.
The preparation of the PPT is open to migrant and refugee organizations;
and also to the networks and platforms that support the work of denouncing
the violations of human and peoples rights that take place at the multiple
borders of Europe and through the entire migratory journey.

with organisations, networks and platforms that will participate in the
whole process.
• 8th July 2017, Barcelona: Public Official Launch of the PPT.
• July-November 2017: further developing the process of the PPT and
preparation of Cases

*Background Note on the Permanent Peoples Tribunal (PPT) *The Permanent
Peoples Tribunal was established in 1979, taking the Declaration of Algiers

Rights of Peoples as a main reference, and it has since held 40 Sessions
whose results and judgements are are available here

PPT is an Opinion Tribunal – which acts independently of States and
responds to the requests of communities and peoples whose human rights have
been violated. The goal of PPT Sessions is “recovering the authority of the
Peoples when the States and the International Bodies failed to protect the
right of the Peoples.”
The PPT has its Secretariat at the Lelio & Lisli Basso Issoco Foundation in

*Objetivo de la audiencia del TPP*
El objetivo de este proceso y de la Audiencia del TPP es identificar y
juzgar la cadena de corresponsabilidad en la completa ruta de migrantes y
refugiadas en la que sus derechos humanos son violados de forma amplia y
sistemática lo que demanda una acción urgente y acceso a la justicia. Este
es el proceso que buscamos construir desde abajo, con las personas más
implicadas y más directamente afectadas- de las autorganizaciones de
migrantes y refugiadas.
*Proceso consultivo:*
Las organizaciones co-convocantes Transnational Migrant Platform Europe
(TMP-E), Filipino Center-Barcelona, ACATHI-Barcelona, Transnational
Institute (TNI), NOVACT, se han encontrado con diferentes organizaciones y
colectivos en Barcelona en diciembre de 2016 y marzo de 2017 para preparar
los primeros pasos hacia el TPP. En estas reuniones se acordó de convocar
formalmente al TPP sobre el régimen de fronteras de la UE y las violaciones
de derechos de las personas migrantes y refugiadas.
El Tribunal Permanente de los Pueblos ha aceptado la petición y el
lanzamiento del TPP será en Barcelona durante el 7 y 8 de julio 2017. La
primera sesión tendrá lugar en Diciembre (2017) y la segunda en 2018.
La preparación del TPP está abierta a las organizaciones y colectivos de
migrantes y refugiadas; también a las redes y plataformas que apoyan el
trabajo de denuncia de las violaiones de derechos humanos y de derechos de
los pueblos que tienen lugar en las múltiples fronteras de Europa y a lo
largo de la ruta migratoria.
*Próximas etapas: *• 7 de julio, 2017, Barcelona: Reunión interna de
trabajo entre organizaciones, redes y plataformas que participarán en el
proceso del TPP.
• 8 de julio: Inauguración oficial pública del TPP en Barcelona (lugar
por confirmar)
• Entre julio y noviembre 2017: Desarrollo del proceso del Tribunal y
preparación de los casos
• Diciembre 2017, Barcelona: Celebración de la primera audiencia del

principal referencia la Declaración de los Derechos de los Pueblos de Argel

L'objectif de ce processus et de la Session du TPP est d'identifier et de

C'est un processus que nous aspirons à contruire depuis le bas, avec les
personnes les plus impliquées et directement affectées, les organisations
de personnes migrantes et refugiées.
*Processus de consultation:*
Les organisations qui convoquent, Transnational Migrant Platform Europe
(TMP-E), Filipino Center-Barcelona, ACATHI-Barcelona, Transnational
Institute (TNI), se sont réunies avec différentes organisations et
collectifs à Barcelone en décembre 2016 et mars 2017, afin de préparer les
premiers pas vers le TPP. Pendant ces réunions, nous avons accordé
convoquer formellement le PPT sur le régime de frontières de l'Union
Européene et les violations des droits humains des personnes migrantes et
refugiées.
Le Tribunal Permanent des Peuples a accepté notre pétition et le lancement
du TPP aura lieu à Barcelone, le 7 et 8 juillet 2017. La première Session
aura lieu à Barcelone en décembre 2017 et la deuxième en 2018.
La préparation du TPP est ouverte aux organisations et collectifs de
personnes migrantes et refugieés, aux réseaux et plateformes qui soutienent
le travail de dénonciation des violations des droits humains et des droits
des Peuples, qui ont lieu dans les multiples frontières européennes, et
tout le long de la route de migration.

• 7 juillet 2017: Séssion interne de travail avec les organisations,
