The meeting of the Forum of Local Authorities for Social Inclusion and 
Participatory Democracy (the 'FAL' network), which took place in January 
at the 2007 World Social Forum in Nairobi, decided to place greater 
emphasis on participatory budgeting policies. The FAL network noted the 
need for greater knowledge and communication of local experiences with 
participatory budgeting around the world, and decided to set up a 
Working Group on Participatory Budgeting to promote the exchange of 
information and shared analysis of these practices with local 
authorities and social movements. This Working Group will be set up 
during an international workshop ('Jornadas Internacionales') on 
participatory budgets in Málaga, Spain (28-31 March), and initial 
responsibility for supporting it was taken on by the city governments of 
Sevilla and Córdoba and the Málaga Provincial Government.

La asamblea del Foro de Autoridades Locales por la Inclusión Social y la 
Democracia Participativa (Red FAL) que tuvo lugar en enero en Nairobi en 
el marco del Foro Social Mundial 2007, apostó por darle un mayor 
protagonismo a las políticas de presupuestos participativos en sus 
elaboraciones. La Red FAL valoró la necesidad de hacer un mayor 
seguimiento y difusión de las experiencias locales de presupuestos 
participativos (PPs) que hay registradas en el planeta, articulando un 
Grupo de Trabajo sobre PPs que favorezca el intercambio y el análisis 
conjunto sobre estas prácticas entre autoridades locales y movimientos 
sociales. Este Grupo de Trabajo se constituirá durante la celebración de 
las Jornadas Internacionales de Presupuestos Participativos de Málaga, 
España (28 al 31 de marzo) y su promoción inicial fue asumida por los 
ayuntamientos de Sevilla y Córdoba y la Diputación Provincial de Málaga.

Le Réseau FAL crée un groupe de travail sur le budget participatif

L'Assemblée du Forum des autorités locales pour l'inclusion sociale et 
la démocratie participative (FAL), qui s'est tenue en janvier 2007, à 
Nairobi, dans le cadre du Forum social mondial, a fait le pari de 
parvenir à une plus grande intégration du concept de budget participatif 
au sein du processus d'élaboration des politiques. Le Réseau FAL a 
insisté sur la nécessité d'assurer un meilleur suivi et une meilleure 
difusion des expériences locales existant à travers le monde en matière 
de budget participatif, proposant à cet effet la création d'un groupe de 
travail sur le budget participatif à l'appui de l'échange et de 
l'analyse conjointe de ces pratiques entre les autorités locales et les 
mouvements sociaux. Ce groupe de travail, initialement envisagé sous 
l'impulsion des mairies de Séville et de Cordou, ainsi que par le 
Conseil général de Malaga, sera formellement créé à l'occasion des 
Journées internationales de Malaga, en Espagne (du 28 au 31 mars).

L'assemblea del Forum delle Autorità Locali per l'Inclusione Sociale e 
la Democrazia Partecipativa (Rete FAL), che in gennaio ha avuto luogo a 
Nairobi nell'ambito del Forum Sociale Mondiale 2007, si è prefissata di 
dare maggior rilievo alle politiche sui bilanci partecipativi nei suoi 
progetti. La Rete FAL ha ritenuto necessario proseguire e diffondere 
ulteriormente le esperienze locali sui bilanci partecipativi (PP) che si 
sono registrate nel mondo, articolando un Gruppo di Lavoro sui PP che 
favorisca lo scambio e l'analisi congiunta di queste attività tra 
autorità locali e movimenti sociali. Gruppo di Lavoro che sarà 
costituito durante la celebrazione delle Giornate Internazionali dei 
Bilanci Partecipativi di Malaga, in Spagna (28 e 31 marzo) e della cui 
promozione iniziale si sono fatti carico i municipi di Siviglia e 
Cordoba e la Giunta Provinciale di Malaga.
