<div align="justify">A Europa, les persones que som
migrants i refugiades originàries de totes les regions
del Sud Global i d’Europa central i oriental hem estat
testimonis de les diverses etapes de la formació de la
Fortalesa Europea. Hem estat testimonis de la política
d’exclusió que es construeix al continent any rere
any. Es tracta d’una política que ha implicat el
retrocés de drets humans i dels pobles; que obliga a
acampar, que deté de forma forçosa i deporta, que
criminalitza a les fronteres militaritzades del Sud i
de l’Est d’Europa. L’evidència més gran en són les
persones desaparegudes, i la mort de milers de nenes,
nens, germanes i germans en el seu viatge per arribar
a les fronteres europees:<b> un intolerable crim
contra la humanitat. </b><br>
<br>
Davant d'aquesta situació,<b> hem demanat al Tribunal
Permanent dels Pobles (TPP) d'obrir una Sessió
específica entre 2017 i 2018.</b><br>
<br>
<b>El TPP ha acceptat i el procés serà inaugurat a
Barcelona el proper 8 juliol 2017, en presència de
membres del Tribunal, de testimonis de persones
migrantes i refugiades i d'expert/es en la matèria.
</b><br>
<br>
Durant les diferents Audiències, Tribunal permetrà:<br>
<ul>
<li> Enregistrar les propostes de les comunitats de
persones migrants i refugiades per documentar de
forma rigorosa;</li>
<li>Escoltar i visibilitzar els casos de violació
dels drets de les persones migrants i refugiades;</li>
<li>Analitzar conjuntament les causes profundes
(incloent-hi els acords de lliure comerç i
inversions, l’extractivisme a escala global, així
com la cadena global de producció) dels
desplaçaments forçats de persones migrants i
refugiades.</li>
<li>Determinar les responsabilitats dels governs,
inclosa la Unió Europea i altres organismes
oficials europeus.</li>
<li>Enfocar cap al rol de les corporacions a la
cadena de producció global així com en el règim de
fronteres.<br>

institució del Tribunal Permanent dels Pobles (amb
seu a Roma)<br>
</font></b>El 1979, el Tribunal Permanent de Pobles
es va establir com a referent principal de la
Declaració d'Alger sobre els Drets dels Pobles, i des
de llavors ha tingut 40 sessions, els resultats i els
judicis de les quals estan disponibles aquí. El TPP és
un Tribunal d'opinió que actua independentment dels
Estats i respon a les peticions de comunitats i pobles
els drets humans s'han violat. L'objectiu de les
Sessions del TPP consisteix en "recuperar l'autoritat
dels Pobles quan els Estats i els organismes
internacionals no van protegir el dret dels Pobles".<br>

migrantes y refugiadas originarias de todas las
regiones del Sur Global y de Europa central y oriental
(algunas de nosotros hemos vivido y trabajado aquí
durante cuarenta años y otras llegaron más
recientemente) – hemos sido testigos de las diversas
etapas de la formación de la Fortaleza europea. Hemos
sido testigos de la política de exclusión que se
construye en el continente año tras año. Se trata de
una política que ha implicado el retroceso de los
derechos humanos y de los pueblos; que obliga a
acampar, que detiene de forma forzosa y deporta, que
criminaliza en las fronteras militarizadas del Sur y
del Este de Europa. La evidencia más grande son las
personas desaparecidas, y la muerte de miles de niñas,
niños, hermanas y hermanos durante su viaje para
alcanzar las fronteras europeas: <b>un intolerable
crimen contra la humanidad. </b><br>

Ante esta situación, <b>hemos solicitado al Tribunal
Permanente de los Pueblos (TPP) que abra una Sesion
específica entre 2017 y 2017. <br>
<br>
El TPP ha aceptado y el proceso será inaugurado en
Barcelona el próximo 8 de julio de 2017, en
presencia de lo/as miembro/as del Tribunal, de
testimonios de personas migrantes y refugiadas y de

Nota de antecedentes sobre el Tribunal Permanente
de los Pueblos (PPT)</b></font><br>

El Tribunal Permanente de los pueblos se estableció en
1979, tomando como principal referencia la <a href="http://permanentpeoplestribunal.org/carta-de-argel/?lang=es" target="_blank">Declaración
de los Derechos de los Pueblos de Argel</a>, y desde
entonces ha celebrado <a href="http://permanentpeoplestribunal.org/mandato-y-sentencias/?lang=es" target="_blank">40
sesiones, los resultados y sentencias de las cuales
están disponibles aquí. </a>El TPP es un Tribunal
de Opinión- que actúa con independencia de los Estados
y responde a las peticiones de las comunidades y los

<div align="justify">In Europe, those of us who are
migrants and refugees from all the regions of the
Global South and from Central and Eastern Europe (some
of us have lived and worked here for forty years and
others arrived more recently) have lived through the
various stages of the building of Fortress Europe. We
have seen Europe’s policy of exclusion being
constructed year after year – a policy that has
resulted in a sweeping rollback of people’s human
rights; the encampment, forcible detention and
deportation; and criminalisation at the militarised
southern and eastern borders of Europe. The most
visible act is the disappeared persons and the death
of thousands of children, brothers and sisters during
their journey to reach the borders of southern and
eastern Europe: <b>an intolerable crime against
humanity. </b><br>
<br>
<b>To confront this situation we requested the
Permanent Peoples Tribunal (PPT) to open a specific
Session in 2017 and 2018. </b><br>
<br>
<b>The PPT accepted and the process will be launched
in Barcelona on Saturday 8th July 2017,</b> with
members of the Tribunal, testimonials of migrant and
refugees as well as experts. <br>
<br>
During the different Hearings, the the Tribunal will:<br>
<br>
<ul>
<li>Receive and document rigorously the testimonies
of the communities of migrants and refugees
including their proposals to advance a
rights-based approach and an alternative
framework.</li>
<li>Listen and make visible the cases of violations
of the rights of migrants and refugees.</li>
<li>Analyse jointly the root causes (including trade
and investment agreements, global extractivism as
well as the global production chain) of the forced
displacement of migrants and refugees.</li>
<li>Determine the responsibilities of governments,
including the European Union and other official
European bodies.</li>
<li>Focus the role of transnational corporations in
the global labour chain, as well as in the border
regimes, and in detention and in deportation.<br>

Permanent Peoples Tribunal (PPT)</font><br>

</b>The Permanent Peoples Tribunal was established in
1979, taking the <a href="http://permanentpeoplestribunal.org/algiers-charter/?lang=en" target="_blank">Declaration
of Algiers</a> on the Rights of Peoples as a main
reference, and it has since held <a href="http://permanentpeoplestribunal.org/mandate-and-functions/?lang=en" target="_blank">40
Sessions whose results and judgements are are
available here</a>. The PPT is an Opinion Tribunal –
which acts independently of States and responds to the
requests of communities and peoples whose human rights
have been violated. The goal of PPT Sessions is
“recovering the authority of the Peoples when the
States and the International Bodies failed to protect
the right of the Peoples.”<br>
