marqués par une violence sexuelle systémique répandue, la
Colombie a établi une journée nationale pour rappeler la
souffrance vécue par tant de femmes, dont la situation
désespérée a jusqu’ici été largement ignorée. <o:p></o:p></span></p>

dignité des femmes victimes de violence sexuelle causée par
le conflit armé intérieur se déroule le lundi 25 mai. <o:p></o:p></span></p>

style="color:#7030A0">L’installation de ce jour spécial et
l’inclusion de survivantes de la violence sexuelle dans les
discussions de paix à La Havane visant à mettre fin au
conflit, démontre combien la conscience du public augmente.
<o:p></o:p></span></p>

style="mso-margin-top-alt:0cm;margin-right:46.3pt;margin-bottom:0cm;margin-left:105.75pt;margin-bottom:.0001pt"><span
style="color:#7030A0">Il est difficile de quantifier le
nombre affecté. Une étude estime qu’entre 2000 et 2009,
presqu’un demi million de femmes ont souffert d’une forme ou
l’autre de violence sexuelle dans les régions affectées par
le conflit. Mais ce n’est qu’une estimation. La vérité est,
qu’en Colombie, comme dans beaucoup d’autres pays avec de
maigres résultats de poursuites, la plupart des femmes ont
tendance à ne pas dénoncer les actes de violence à leur
encontre. D’après la même étude, quelques 82% des femmes qui
ont survécu à la violence sexuelle en Colombie, domestique
et liée au conflit, n’ont pas rapporté les attaques. <o:p></o:p></span></p>

rang pour réclamer la reconnaissance publique de cette forme
de violence, et de l’impunité dont jouissent les auteurs,
est la journaliste colombienne </span><a
moz-do-not-send="true"
href="http://www.theguardian.com/world/2013/dec/14/jineth-bedoya-lima-colombia-women"><span
style="color:#005689">journalist Jineth Bedoya Lima</span></a>,
<span style="color:#7030A0">qui, il y a 15 ans, a été enlevée,
torturée et violée par trois paramilitaires alors qu’elle
enquêtait sur une histoire de trafic d’armes. Pendant des
années, après l’attaque, elle est restée silencieuse.<o:p></o:p></span></p>

style="color:#7030A0">Le Conseil de sécurité de l’ONU a
récemment recommandé à la Colombie d’introduire une loi qui
fait date qui reconnaisse que la violence sexuelle peut
constituer un crime contre l’humanité, et qui améliore le
statut de survivantes de violence sexuelle de sorte qu’elles
puissent recevoir réparations, un soutien psychologique et
des soins médicaux gratuits.<o:p></o:p></span></p>

que toujours, si pas pire, malgré le fait que le
gouvernement et le Farc, le groupe rebelle le plus
important, soient engagés dans des discussions de paix
depuis plus de deux ans. Suite à une demande de libération
d’information de</span><span
style="font-size:9.0pt;color:#7030A0"> </span><span
style="color:#7030A0">Claudia Mejía, directrice de l’ONG</span> <a
moz-do-not-send="true" href="http://www.sismamujer.org/"><span
style="color:#005689">Sisma Mujer</span></a> – <span
style="color:#7030A0"> une partenaire chrétienne d’aide –
l’Institut national de services de médecine légale a révélé
qu’il a enregistré une augmentation de 93% de violence
sexuelle dans le contexte du conflit. Il a aussi révélé
qu’il y avait 30% de plus d’assassinats de femmes par leur
partenaire ou ex-partenaire, et une augmentation sensible
des menaces contre les défenseurs des doits humains des
femmes. <o:p></o:p></span></p>

style="color:#7030A0"> Expliquer cette escalade apparente de
la violence de genre n’est pas simple. Une suggestion a été
que plus de femmes se présentent pour dénoncer la violence.
Aussi, si plus de femmes osent parler, davantage pourraient
être confrontée à un contrecoup. <o:p></o:p></span></p>

femmes comme Mejia, la persistance de la violence contre les
femmes, cependant, montre qu’il y a d’autres forces en jeu.
Elle croit que les causes de base sont la discrimination et
l’inégalité profondément implantés qui excusent la violence
de genre et fondamentalement, la presque impunité complète,
particulièrement d’auteurs militaires. Pour cette raison,
Sisma Mujer et d’autres organisations ont récemment
introduit une plainte à la Cour pénale internationale,
appelant à reconnaître la violence sexuelle comme une
stratégie délibérée et un crime de guerre, et à condamner
l’absence de poursuite des auteurs. <o:p></o:p></span></p>

transaction de paix finale pourrait apporter un certain
changement. Grâce à une pression acharnée de groupes de
femmes, les négociateurs à La Havane ont installé un
sous-comité spécial pour le genre et ont écouté les
témoignages de victimes de violence sexuelle. Ce sont des
étapes positives et innovatrices, bien que fort tardifs, vu
les nombreux engagements internationaux non réalisés pour
incorporer des femmes et des perspectives de genre dans des
négociations de paix. <o:p></o:p></span></p>

négociations, et parce toutes les parties continuent à nier
leur responsabilité pour de tels crimes, il existe un risque
véritable que les auteurs puissent s’en tirer avec une
certaine forme d’amnistie, comme c’est arrivé dans un nombre
de transactions de paix en Amérique latine. <o:p></o:p></span></p>

et permettre à des auteurs de crimes de guerre de rester en
liberté risquent d’autoriser qu’une telle violence devienne
normalisée, alors que le pays peut officiellement être en
paix. <o:p></o:p></span></p>

style="color:#7030A0">La transaction de paix qu’on cherche
est l’opportunité d’introduire un changement radical, et de
déterminer une société plus égale, s’attaquant aux causes de
base du conflit. Garantir la justice et des réparations pour
les femmes et les filles est une étape essentielle pour une
paix qui dure et qui a du sens.<o:p></o:p></span></p>
