that is involved in combat outside its own borders, in Kosovo, and now in Libya
actually participating in bombing. Italy is a member of NATO, and it’s necessary
to keep in mind the seriousness of the transformation of the objectives of the
alliance effected by the 1999 treaty, which moved the strategy from defence of
offence and widened its scope to cover the entire world, extending it’s rights
of defence when threatened to its </SPAN><SPAN
style="FONT-FAMILY: ; COLOR: ; VERTICAL-ALIGN: baseline; TEXT-DECORATION: "><EM>interests</EM></SPAN></FONT><SPAN
style="FONT-FAMILY: ; COLOR: ; VERTICAL-ALIGN: baseline; TEXT-DECORATION: "><FONT
style="FONT-SIZE: 11pt"> (economic, energy-related etc..). Membership of NATO
brings with it obligations and imposes, together with the upgrading of armed
forces and armaments, the expropriation of land for military bases and command
structures, military use of ports, airports and railways, as well as a foreign
policy based on the use of force to protect interests, exercising a form of
domination of the world and representing a continual threat to peace.
</FONT></SPAN></FONT></P><SPAN

crisis</FONT></U></SPAN><SPAN

style="FONT-SIZE: 11pt">: As well as seeing an ever more unequal distribution of
wealth, we are witnessing an attack on our democratic institutions and a very
strong impulse towards centralisation of power in the hands of a government that
is intolerant of any democratic control. Power is in the hands of a person of
the male gender and/or with a male mindset, who is often unqualified and
attentive only to his own interests or to those of cliques that are often
corrupt and dangerous. Visible elements of this situation are the total lack of
interests on the part of governments in society and the environment – with the
consequent degradation of both, the restriction of the rights of the many in
favour of the privileges of the few, the criminalisation of the “other” (from
migrants, to Rom, to whoever dissents), the impunity of the powerful, the
process of casualisation and precariousness for those who work and the ever
worsening marginalisation of weaker sectors. </FONT></SPAN></FONT></P><SPAN
style="FONT-FAMILY: ; COLOR: ; VERTICAL-ALIGN: baseline; TEXT-DECORATION: "></SPAN><BR>

facts</FONT></STRONG></SPAN><SPAN

style="FONT-SIZE: 11pt">, such as the rise in military spending at a time of
cuts in spending for healthcare, education, assistance, social security,
environment, and culture. Our country is currently in eighth place in world
rankings for military spending and is involved in 27 overseas missions. In Italy
there are 110 US/NATO military bases, some with nuclear warheads, and they are
building new ones, for example, in Vicenza. The military presence contaminates
the environment in war zones and also in the military bases, the firing ranges,
the airspace and the seas. Italy is involved in the production, sale and traffic
of arms(Italy is in the top five countries worldwide for arms exports) including
to countries involved in conflict in the south of the world. This is facilitated
by bilateral military and security cooperation agreements, like those with
Israel and Libya. </FONT></SPAN></FONT></P><SPAN
style="FONT-FAMILY: ; COLOR: ; VERTICAL-ALIGN: baseline; TEXT-DECORATION: "></SPAN><BR>
<P style="MARGIN-TOP: 0pt; MARGIN-BOTTOM: 0pt" align=justify><FONT

militarisation</STRONG></SPAN><SPAN

coasts and borders are militarised. Fear and hostility towards migratory
pressure leads to inhuman and ferocious repression of immigrants.
</SPAN></FONT><SPAN
style="FONT-FAMILY: ; COLOR: ; VERTICAL-ALIGN: baseline; TEXT-DECORATION: "><FONT
style="FONT-SIZE: 11pt"><U>And the Mediterranean becomes an area of conflict and
ever more the tomb of those who are fleeing poverty and wars – for which we are
so often responsible. </U></FONT></SPAN></FONT></P><SPAN
style="FONT-FAMILY: ; COLOR: ; VERTICAL-ALIGN: baseline; TEXT-DECORATION: "></SPAN><BR>

been adopted for internal “security” – for example, the army is being used for
public order functions in the markets of our towns and cities; the endless
garbage tips in the area around Naples are guarded by soldiers, treated as
military zones where citizens are forbidden to enter, subject to military
secrecy laws; after an earthquake destroyed the city of L’Aquila two years ago,
the population were forced from their homes and held in tent-cities under
military control – dissent was repressed and treated as a public order problem.
Together with the closed-circuit cameras installed in our cities, the dreadful
situation of monopoly and censure of the mass media reminds as every day that we
are citizens with limited rights. </FONT></FONT></SPAN></P><SPAN
style="FONT-FAMILY: ; COLOR: ; VERTICAL-ALIGN: baseline; TEXT-DECORATION: "></SPAN><BR>
<P style="MARGIN-TOP: 0pt; MARGIN-BOTTOM: 0pt" align=justify><FONT

style="FONT-SIZE: 11pt">When we talk of militarisation, we don’t just mean the
military presence, weapons, bases. We are also thinking of the
</FONT></SPAN><FONT style="FONT-SIZE: 11pt"><SPAN
style="FONT-FAMILY: ; COLOR: ; VERTICAL-ALIGN: baseline; TEXT-DECORATION: "><STRONG>militarisation
of minds</STRONG></SPAN><SPAN
style="FONT-FAMILY: ; COLOR: ; VERTICAL-ALIGN: baseline; TEXT-DECORATION: ">.
“The word </SPAN><SPAN
style="FONT-FAMILY: ; COLOR: ; VERTICAL-ALIGN: baseline; TEXT-DECORATION: "><EM>security</EM></SPAN><SPAN
style="FONT-FAMILY: ; COLOR: ; VERTICAL-ALIGN: baseline; TEXT-DECORATION: "> is
obsessively repeated in newspapers, on radio and on television, in official
speeches; men - and more particularly women - should beware of the others, the
immigrants, Moslems, Rom and should feel an uncontrolled fear, manageable only
by keeping those others away from us, in particular by force, preferably armed
force. The legitimisation of the use of force is also meant to </SPAN><SPAN
style="FONT-FAMILY: ; COLOR: ; VERTICAL-ALIGN: baseline; TEXT-DECORATION: "><EM>defend</EM></SPAN><SPAN
style="FONT-FAMILY: ; COLOR: ; VERTICAL-ALIGN: baseline; TEXT-DECORATION: ">
women from the </SPAN><SPAN
style="FONT-FAMILY: ; COLOR: ; VERTICAL-ALIGN: baseline; TEXT-DECORATION: "><EM>invading
barbarians</EM></SPAN></FONT><SPAN
style="FONT-FAMILY: ; COLOR: ; VERTICAL-ALIGN: baseline; TEXT-DECORATION: "><FONT
style="FONT-SIZE: 11pt">, while domestic violence against women and children is
rising steeply. </FONT></SPAN></FONT></P><SPAN
style="FONT-FAMILY: ; COLOR: ; VERTICAL-ALIGN: baseline; TEXT-DECORATION: "></SPAN><BR>

degeneration of the founding principles of a state that constitutionally defines
itself as secular, we can see the Catholic church taking an ever more invasive
role in the spheres of education and social assistance, leading to a notable
effect on the choices available with respect to bioethics and on laws that tend
to impose control on women’s bodies and to restrict the rights and autonomy that
had been gained. </FONT></FONT></SPAN></P><SPAN
style="FONT-FAMILY: ; COLOR: ; VERTICAL-ALIGN: baseline; TEXT-DECORATION: "></SPAN><BR>
<P style="MARGIN-TOP: 0pt; MARGIN-BOTTOM: 0pt" align=justify><SPAN
style="FONT-FAMILY: ; COLOR: ; VERTICAL-ALIGN: baseline; TEXT-DECORATION: "><FONT
face=Arial><FONT style="FONT-SIZE: 11pt">A culture of war is spreading – by way
of military parades, visits by the army t o schools, the ever-increasing use of
nationalistic and militaristic language – which considers the military option to
normal or rather just or even heroic. In this way, a process of normalisation of
war is taking place. Those who, like us, live in the West, away from the
conflict zones, do not see the suffering of others, the martyrdom of entire
populations and consciousness of the political responsibilities of western
powers for causing wars is almost nonexistent. </FONT></FONT></SPAN></P><SPAN
style="FONT-FAMILY: ; COLOR: ; VERTICAL-ALIGN: baseline; TEXT-DECORATION: "></SPAN><BR>

activity, we have become aware that we cannot dedicate ourselves exclusively to
the matters and the practices which we have followed up to now. Instead, we must
attend to our own country with women from other associations and collectives. We
have, in short, realised that our own country has become like the “difficult
places” that we have concentrated on in all these years. Despite the
difficulties of the current economic and political situation, despite the crisis
of the peace movements, and conscious of the limits of our own network, we are
continuing to take the reality in which we live as the starting point in which
to root our actions. Our political practice is based on starting from ourselves
and on the rereading of our experiences, comparing and contrasting them with
women in our group and in our network, including by way of reflections on texts
we have read together. We aim to develop free thought that originates from the
wish of each woman to speak out and to come out of the insignificance that has
been imposed on her. </FONT></FONT></SPAN></P><SPAN
style="FONT-FAMILY: ; COLOR: ; VERTICAL-ALIGN: baseline; TEXT-DECORATION: "></SPAN><BR>

face=Arial><FONT style="FONT-SIZE: 11pt">As well as regular vigils with
leaflets, we organise meetings in schools or public meetings, to speak out, to
provide information and an alternative vision, in particular by way of direct
testimony. We try to retake those opportunities for speaking out that are
becoming more and more restricted, and to give voice to women who are working
for peace. We attempt to build up networks and shared work with other
organisations and groups, in particular with women’s groups but also mixed
groups, with whom we share partial or general aims. In this way important and
enduring relationships and interchanges are created, such as the relationship
with the women from Vicenza who have struggled for years against the
construction of a new military base, or that with the women and men who, in
Naples and the surrounding area, are struggling against the devastation of their
territory (and their health) imposed (by military means) by a senseless and
illegal management of the refuse produced in half of Italy, or the movement in
Novara against the production of the F36 fighter
bombers.</FONT></FONT></SPAN></P><SPAN
style="FONT-FAMILY: ; COLOR: ; VERTICAL-ALIGN: baseline; TEXT-DECORATION: "></SPAN><BR>

protest against the rise in military spending, the war industry, military
missions dressed up as humanitarian interventions or peace missions, the
continual recourse to military solutions for conflicts (currently, Libya), the
militarisation of the territory, the “security” policies, the refusal of entry
to migrants who try to reach our country and the reduction of the problem of the
migrants to a public order issue. We speak out against violence against women,
and we reflect on language, exposing the danger of sexist language. We seek
relations of living together, acceptance, participation, solidarity. We try to
be responsible and to take care of our world, with the defense of the
environment and of common property, refusing the use of nuclear technology
(civil or military) and saying NO TO WAR e NO TO
NEOLIBERALISM:</FONT></FONT></SPAN></P>

nuestra Constitución Politica ( Italia repudia la guerra como instrumento de
ofensa a la libertad de otros pueblos y como medio para resolver las
controversias internacionales), Italia es un país en guerra que combate fuera de
las propias fronteras, como fue en Kosovo, es en Afganistan y ahora en Libia
incluso participando a los bombardeos.</FONT></SPAN></P><SPAN

style="FONT-SIZE: 11pt" color=#247d9f face=Arial>Italia hace parte de la OTAN, y
va señalada la gravedad de la tansformación de los objetivos de la alianza hecha
con el tratado del 1999, che cambió la estrategia de defensiva en ofensiva, y la
ha extendida a todo el mundo incluyendo también intereses (economicos,
energeticos, etc), arrogandose el derecho de defenderlos si son amenazados. El
hecho de pertenecer a la OTAN le pone vinculos y le impone junto con la
adecuación de los ejercitos y de los armamentos, la expropiación de territorios
destinados a bases y comandos militares, el uso militar de los puertos,
aeropuertos y las vias ferroviarias, y también una politica exterior que
contempla el uso de la fuerza para defensa de los propios intereses, ejercitando
así una forma de dominio del mundo y una continua amenaza para la
paz.</FONT></SPAN></P><SPAN

económica y politica: Junto a una distribución de la riqueza cada vez mas
desigual, asistimos a un ataque a las instituciones democraticas y a una
fuertisima tendencia a la concentración del poder en manos del gobierno, que no
soporta el control democratico. “El poder está en manos de personas de sexo y/o
de pensamiento masculino a menudo no preparadas y atentas sobretodo a los
proprios intereses o intereses de grupo en muchos casos sucios y dañinos”.
Elementos evidentes de ésta situación son el total desinteres de los gobiernos
hacia la sociedad y el medio ambiente </FONT></SPAN></P>

Migrantes, los Rom-gitanos, y qualquiera que disienta) y la impunidad de los
poderosos, la precariedad de los que trabajan y la marginalización siempre mas
violenta de los sectores débiles</FONT></SPAN><SPAN

como el aumento de los gastos militares, mientras se cortan los presupuestos
para la salud, la educación, las actividades asistenciales, previsión social,
medio ambiente, cultura; nuestro país hoy ocupa el 8vo puesto por los gastos
militares y está envolucrado en 27 misiones en el extranjero. En Italia hay 110
instalaciones militares-bases USA/OTAN, algunas con cabezas nucleares; en el
ultimo tiempo se ha contruído una nueva en Vicenza. La presencia militar
contamina el medio ambiente en los lugares de guerra, y también en las
instalaciones militares (bases y poligonos de tiro), cielo y
mar.</FONT></SPAN></P><SPAN

producción, venta y trafico de armas ( Italia detiene uno de los primeros 5
puestos en el mundo por la exportación de armas) incluso hacia paises en
conflicto del sur del mondo, ayudado por los acuerdos bilaterales de cooperación
y seguridad, como aquellos establecidos con Israel y Libia. </FONT></SPAN></P>

se militarizan las costas y las fronteras; el miedo y la hostilidad hacia la
presión que ejerce la migración hacen desumana y feroz la represión de los
migrantes, y el mar mediterraneo se convierte en un area de conflictos y siempre
más seguido una tumba para los que escapan de la pobreza y las guerras de las
cuales muchas veces somos también co-responsables</FONT></SPAN><SPAN

es adoptado también para la “seguridad interna”: por ejemplo el ejercito viene
usado en funciones de orden publico en los mercados de las ciudades; los
exterminados vertederos de la zona de Napoles son vigiladas por los militares,
impedidas a los ciudadanos en cuanto definidas como zonas protegidas de secreto
militar; despues del terremoto que dos años atrás destruyo la ciudad del Aquila,
la ciudadania ha sido alejada de las propias viviendas y colocadas en
campamentos provisorios controlados por los militares. El disenso viene
reprimido y tratado como un problema de orden publico.</FONT></SPAN></P><SPAN
style="FONT-FAMILY: ; COLOR: ; VERTICAL-ALIGN: baseline; TEXT-DECORATION: "></SPAN><BR>

en nuestras ciudades, la deplorable situación de monopolio y censura de los
medios de comunicación de masas nos recuerda cada dia que somos ciudadanas a
derechos limitados.</FONT></SPAN></P>

entendemos solo la presencia de militares, armas, instalaciones-bases; pensamos
también a la militarización de las mentes. La palabra SEGURIDAD viene
pronunciada y repetida obsesivamente en los diarios, radio, televisión, en los
discursos oficiales; los hombres y aún mas las mujeres, deberian guardarse de
los “otros”, de los migrantes, los musulmanos, los Rom-gitanos y sentir solo un
incontrolado sentimiento de miedo, al qual se puede responder solo con el hecho
de tener lejanos a los “diversos” de nosotros mismos, en particular con el uso
de la fuerza, mejor aún si armada. Se busca legitimizar el uso de la fuerza
también para defender las mujeres de frente al “barbaro invasor”, mientras se
registra un fuerte aumento de la violencia domestica en contra de las mujeres y
las niñas/niños, junto a un progresivo desmoronamiento de los principios
fundantes de un Estado que Constitucionalmente se define Laico, vemos un rol
siempre más invasivo de la iglesia catolica en ambito escolar y asistencial con
una pesante influencia en las elecciones de la ciudadania en materias como la
bioetica y leyes que imponen el control sobre el cuerpo de las mujeres y
tendientes a reducir los derechos adquiridos y sobre la
autodeterminación.</FONT></SPAN></P><SPAN

paradas militares, acciones del esercito en las escuelas, el uso cada vez mas
retorico de un lenguaje nacionalista y militarista – una cultura de guerra que
considera normal, incluso justo si no heroico, recurrir a las armas. Se avala
asi un proceso de normalización de la guerra. Quienes como nosotras, viven en
occidente afuera de los lugares de los conflictos armados, no ven los
sufrimientos de los otros, el martirio de enteros pueblos y tienen poca
conciencia, en relación a la responsabilidad politica de las potencias
occidentales que desencadenan las guerras.</FONT></SPAN></P><SPAN

recorrido politico nos hemos dado cuenta de no podernos dedicar exclusivamente a
los temas y a las practicas hasta ahora recorridas pero de debernos ocupar de
nuestro pais junto a las mujeres de otras asociaciones y colectivos, en
definitiva hemos asumido con conciencia que nuestro pais se ha convertido en un
lugar similar a los “lugares dificiles” a los cuales hemos dedicado nuestra
atención en todos estos años. No obstante las dificultades de la situación
económica y politica actual, no obstante la crisis de los movimientos
pacifistas, pero a sabiendas de los limites de nuestra RED, continuamos con
nuestras practicas afirmando nuestras acciones a partir de la realidad en la
cual vivimos; nuestra practica politica se basa partiendo de nosotras y de la
re-lectura de nuestras experiencias paragonadas junto a mujeres del grupo y de
la RED, también a través de reflexiones nacidas de lecturas condivisas: buscamos
desarrollar un libre pensamiento que tiene origen en el deseo de cada mujer de
darse la palabra para salir de la insignificancia en la cual ha sido
obligada.</FONT></SPAN></P><SPAN

vigilias/concentraciones periodicas con panfletos organizamos encuentros en
escuelas o dirigidos a la ciudadania para denunciar, informar, prospectar
visiones alternativas, en particular a través de testimoniancias directas.
Intentamos tomar espacios de palabra que se van reduciendo y de dar voz sobre
todo a mujeres que están en busca de la paz. Intentamos también hacer red y
construir recorridos compartiendo con otras organizaciones en particular de
mujeres, pero también mixtas en algunos casos, con las quales condividimos
objectivos parciales o generales; asì creamos relaciones e intercambios
importantes y duraderos, como la relación con las mujeres de Vicenza que hace
años estan comprometidas en la lucha contra la construcción de una nueva base
militar USA o aquel con las mujeres y los hombres que en Napoles y alrededor
están luchando para impedir la devastación de su propio territorio (y salud),
impuesta manu- militari, por una insensata y ilegal gestión de la vasura de
media Italia, o el movimiento que en Novara (ciudad del norte) está luchando
para contrastar la construcción de los cazabombarderos

militarización del territorio, las politicas de seguridad, los rechazos de
migrantes que intentan llegar a nuesto país y la reducción de la questión
migratoria a un problema de orden publico. Denunciamos también la violencia
contra las mujeres, reflexionamos sobre el lenguaje denunciando la peligrosidad
de un lenguaje machista y sexista.</FONT></SPAN></P>
