Queridas <br><br>Gracias por estas notas, que nos ofrecen una guía muy útil para poder planear el encuentro. Las propuestas a grandes rasgos son buenas, y la fecha tendrá que ser la que es, pues ya la Ruta ha resevado el local.<br>
</blockquote>Para mí, el mayor problema es la comunicación. Para el primer encuentro no se hizo bien, y es muy buena idea planear una sesión sobre "Cómo fortalecer nuestros lazos de comunicación internacionales como hecho relevante para un movimiento internacional". Sin embargo, me gustaría proponer que se hiciera otra reunión sobre comunicación internacional (que más o menos se incluye en lo anterior, pero que puede perderse por el camino).<blockquote type="cite">
Esperar a agosto para debatir esto puede ser demasiado tarde. Si tenemos que comunicarnos para el encuentro, planear y coordinar para que todo ocurra como lo hemos planeado, entonces, tenemos que mejorar la comunicación. Lo que sigue no es una crítica a "wibcomm" (Cynthia ya ha explicado en emails anteriores que no funciona como un grupo y que se le deja casi todo el trabajo a Lieve), sino que son algunas ideas que estaría bien tratar.<br>
<br>La lista internacional de correo ha empezado a debatir el encuentro sólo después de que no se produjera en su momento. Parece que la lista se limita a un número pequeño de mujeres, la mayoría que pertenecen a MdN desde hace mucho tiempo, hay de vez en cuando emails o debates sobre ciertos asuntos, sobre todo de mujeres europeas. Las únicas noticias regulares de vigilias vienen de Serbia.<br>
<br>Me parece que la lista internacionla no incluye información de todas las vigilias, ni siquiera de todos los países en los que hay vigilias. De los emails que recibo de mujeres y vigilias en otros países en la dirección de email de wibinfo (que es para Londres y el Reino Unido) parece que todavía no se saben de los contactos internacionales o de otras vigilias en otros países.<br>
<br>Hay un contacto en la web internacional y datos de contacto para cada país, pero los emails de los que hablo me dicen que hay MdN en otros países que no conocen la web internacional. Creo que encuentran nuestra dirección cuando meten MdN en google y les sale nuestra página web antigua y nuestra información de contacto en wibinfo.<br>
<br>En la web internacional no hay listas de vigilias de países en los que sé que sí hay vigilias. Por ejemplo, no hay listado de Francia, aunque he recibido un email de una vigilia de ese país. <br>La web internacional no se usa mucho, y desde luego, no se usa como medio de comunicación entre MdN.<br>
<br>En estas circunstancias, no estoy segura de que podamos asegurar que "representantes" de la mayoría de las MdN se enteren del próximo encuentro. Tampoco de que podamos trabajar juntas de manera coordinada para asegurar que mujeres de países concretos, que no pueden permitirse acudir, puedan recibir dinero de grupos más ricos.<br>
<br>Veo en las notas, que el pequeño grupo organizador va a tratar algunos aspectos relacionados con esto: contactar con grupos europeos y de los EEUU, pero quizás debería hacerse algo más.<br>Idealmente esto debería hacerse a través de wibcomm, pero no creo que ocurra. <br>
<br>Así que propongo al pequeño grupo organizador que se forme otro grupo de comunicación, incluyendo alguna mujer de ese grupo de la reunión y al menos una mujer de cada país donde hay vigilias.<br><br>Si se formara un grupo así, sería útil que se abriera una lista de email temporal, específica para las comunicaciones sobre el encuentro. Sería aparte de la lista internacional, y sólo para la comunicación sobre el encuentro (asegurándonos de que quisieran también participar las redes en francés, español e italiano, pues tendrían que traducir). know that communication for the original meeting was not good, and planning

strengthen our international links and communication as locally relevant
activists in an international movement?"</font> seems to be a good idea.
However, I would like to propose that there is also another meeting about
internal communication (which is sort of included above, but could get easily
lost).<br><br>However, waiting for August to discuss this may be too late. If
we need to communicate about the encuentro and plan and coordinate well to
make sure that it all happens as planned, then communication really needs to
improve. What follows is not a criticism of "wibcomm" - Cynthia has in a
previous email explained how it does not work as a functioning group, leaving
much of the work to Lieve - but some ideas of what we might need to be
addressed as part of the planning.<br><br>The international wiblist has only
started discussing the Encuentro after the meeting that did not happen. The
list appears to be limited to a relatively small number of women, most of whom
have been around wib for a long time, some news postings and some
debates around some issues, mainly from women in western europe. The only
regular vigil input appears to be from wib in Serbia.<br><br>It seems to me
the international list does not includes all wib-vigils, or even someone from
each country in which there are vigils. From the number of emails I receive
from women and vigils in several countries on the wibinfo email address (which
is for London, and sometimes UK) it appears that some vigils are not aware
that there are contacts for wib internationally or in each country and for
vigils <br><br>There is a contact point on the international website, and
contacts for some countries and some vigils.<br>Again, emails to wibinfo
suggest that many wibs in different countries do not know about the
international website. I think they find our address by googling, getting to
our our old site, and contact wibinfo from there.<br><br>On the international
website there are no vigils listed for several countries in which I know there
are vigils. For example, there are no vigils listed for France, but I've just
received an email from an established vigil there.<br>The website is not used
much, and is certainly not used as a communication tool by wibs.<br><br>Under
these circumstances I'm not sure how we can ensure that "representatives" from
most wib-vigils will know about the next meeting. Nor how can we work together
in a coordinated way to ensure that women from specific countries who cannot
afford it could be funded between the wealthier vigils.<br><br>I can see from
the notes that the small organising group will take on some aspects of this -
contacting women in western Europe and the US - but maybe a little more needs
to be done. <br><br>Ideally this needs to be taken on by a more proactive
wib-comm, but I can't see that happening.<br>So this goes out to you as the
small organising group for responses, with a proposal that a communications
group is set up - from some of the women present at that meeting and at least
one woman in each country where there are vigils.<br><br>If such a group were
set up, it might then would it be useful to set up a temporary email list
- - specifically to communicate within a wider-WiB about the Encuentro?
This would be additional to the international list, and just for the purposes
of communicating within the wib network about the Encuentro. (We would have to
ensure that the French/Spanish/Italian lists are happy with this too, as they
would have to translate). If this is thought useful (and not duplicating
anything else) I would be happy to set up and start such a list, based on the
contacts given on the international website, and various emails received as
wibinfo.</blockquote>

Encuentro, what caused the postponement and what needs to be done to ensure
a successful conference for Women in Black in Colombia next August.

<blockquote type="cite"><font color="#000000" face="Times New Roman">First and foremost, Ruta and the Colombian women were
very clear that they have the resources, made the commitment and definitely
plan to hold the XV Encuentro in Bogotá over the period August 15-20, 2011.
Much of the logistics work (conference venue and accommodation) has already
been committed to and reserved. As for the finances, Ruta reported that for
the November Encuentro, resources that would have covered the event had
already been arranged, and that after being informed of the postponement,
some of these resources remained committed and available for the next year,
but others were lost. For the Encuentro in August 2011, Ruta will continue
making arrangements to secure resources that will cover the costs of the
Encuentro and in addition, to cover the deficit left over from the
postponement, which amounts to $15,000.</font></blockquote>
<blockquote type="cite"><font color="#000000" face="Times New Roman"><br></font></blockquote>
<blockquote type="cite"><font color="#000000" face="Times New Roman">The major problem we identified was poor
communication, not just between the XV Encuentro organisation and the
International WiB movement, but among WiB as a whole, including local vigils
and the national and international networks on several levels. We all
have to take more responsibility to improve our communication from now on.
<br><br>A second problem was that having experienced the large numbers that
attended the Valencia meeting, the organisers had expected around 200
international participants, and this was one reason why they were so
disheartened when by mid October 2010 they had confirmations from barely 20
women from outside Colombia: just 5 from Spain, 4 from UK, 1 from Belgium, 1
from India, 1 from Uruguay, a handful from the US... <br><br>After
discussing the various reasons why such small numbers had committed,
including the timing (especially for academics and other Europeans who seem
to regard August as the main holiday month), decentralised nature of WiB,
and the travel costs, it was decided that it might be more realistic to aim
for international participation of 80. Ruta anticipate at least 200 women
would participate from Colombia, and will also seek the participation of
feminist anti-militarist activists from elsewhere in Latin America, while
recognising that this would be more viable if other WiB international groups
were able also to help with outreach and if possible contribute some funds
to assist in covering the costs of bringing other Latin American feminists
to Bogotá. </font></blockquote>
<blockquote type="cite"><br></blockquote>
<blockquote type="cite"><font color="#000000" face="Times New Roman">With regard to the international participation, it
was recognised that rather than the large groups that came from some
countries (mostly in Europe) to Valencia, it was more likely that one or two
'representatives' would be delegated to come from different WiB groups and
countries, and that these participants would then report back to their WiB
sisters and networks. Nevertheless, we felt that much more effort was needed
by WiB groups to build support, commitment and participation, including
emulating the example of WiB Leuven, who had raised funds to cover the costs
of one woman to participate from India and the travel costs for a
participant from Uruguay. </font></blockquote>
<blockquote type="cite"><font color="#000000" face="Times New Roman"><br></font></blockquote>
<blockquote type="cite"><font color="#000000" face="Times New Roman">If the timing is not right for some women to
participate personally, perhaps they could contribute funding towards
enabling others to participate, especially from Belgrade/ex-Yugoslavia, from
Israel-Palestine, from Africa and Asia, since hardly anyone had registered
from these regions and it is very important for our movement to continue and
strengthen these political and historical links.</font></blockquote>
<blockquote type="cite"><font color="#000000" face="Times New Roman"><br></font></blockquote>
<blockquote type="cite"><font color="#000000" face="Times New Roman">We also discussed how to increase participation by
Women in Black groups in North America, and strengthen feminist and
anti-militarist links and solidarity. It was acknowledged that though
there were many WiB vigils around the USA and Canada, there was poor,
almost nonexistent communication between and among them. A first step
towards increasing North American participation in the XV Encuentro was to
build better communication and links among feminists and WiB activists in
North America and encourage them to come to Bogotá, to share experiences and
solidarity with Latin American women. </font></blockquote>

consideration and feedback by Women in Black groups and
networks:<br><br><b>1) Date of XV Encuentro: August 15-20
2011.</b></font></blockquote>
<blockquote type="cite"><font color="#000000" face="Times New Roman">Ruta Pacifica have confirmed these dates after
hearing from many (if not all) WiB that they preferred August, and have now
rebooked the venue and accommodation. On the basis of the work they
have already done, and our commitments to improve communication and
feedback, the Colombian organisers have absolutely committed that there will
be no further postponement or cancellation.</font></blockquote>
<blockquote type="cite"><font color="#000000" face="Times New Roman"><br></font></blockquote>
<blockquote type="cite"><font size="+1" color="#000000" face="Times New Roman"><b>2) The basic themes for the XV
Encuentro:</b></font></blockquote>
<blockquote type="cite"><font color="#000000" face="Times New Roman">These six themes are proposals, and so open to
discussion and feedback, in the hope of reaching consensus and finalising by
February 2011. The intention is to focus on these six core themes in
plenaries and then use them as a basis for more detailed discussions on
particular aspects in workshops, for which WiB participants and groups are
invited to propose titles, coordinators, speakers etc:</font></blockquote>
<blockquote type="cite"><font color="#000000" face="Times New Roman"><br><b>i) Opposing the militarisation of national and
international security<br></b>Feminist analysis of current militarised
security policies, including how armed conflicts in the South are fuelled by
arms industries and economic interests of the North; learning from practical
feminist actions to empower and protect women. <br><br><b>ii) Feminist
perspectives on current conflicts and wars<br></b>Looking at today's
conflicts through a feminist lens: nationalism, religious intolerance,
xenophobia, terrorism and armed militias, sexism, trans-border trafficking
in arms, drugs, women and vulnerable peoples.<br><br><b>iii) Transformative
praxis of Women in Response to the Challenges</b><br>Feminist alternatives
in human security analysis and practical action to empower and engage women
in building our own resources and practices for shared, collective
security.<br><br><b>iv) Violence and Sexual
Oppression</b></font></blockquote>
<blockquote type="cite"><font color="#000000" face="Times New Roman">Experience and resistance to oppression and violence
against women, including: rape as a war crime and in the domestic arena;
sexual slavery and trafficking in women; prostitution; hatred and violence
against lesbians.</font></blockquote>
<blockquote type="cite"><font color="#000000" face="Times New Roman"><br><b>v) Bringing the perpetrators of war crimes and
crimes against women to justice</b>.<br>Discussion of ad hoc tribunals and
bringing cases to the International Criminal Court.</font><br></blockquote>
<blockquote type="cite"><font color="#000000" face="Times New Roman"><b>vi) Challenges for Women in Black: How do we see
ourselves and how do we respond?</b> Our past, our present and our
future; as Women in Black groups develop round the world, how can we
strengthen our international links and communication as locally relevant
activists in an international movement? Discussing how to learn from our
mistakes and weaknesses and develop more effectively without losing our
essential feminist, decentralised and anti-militarist
strengths.</font></blockquote>
