diciembre del 2010 entrará en vigor la Convención Internacional
para la Protección de Todas las Personas contra las
Desapariciones Forzadas,</b> ya que Irak ha sido el vigésimo país en
ratificarla. </span></font></div>
<div style="margin-left:0mm;margin-right:0mm;text-indent:0mm;margin-top:4.75mm;margin-bottom:4.75mm;"><font face="Arial"><span style="font-size:11pt;">Luego de más de 25 años de lucha, de los familiares y
organizaciones de varios continentes, el sueño de un instrumento
internacional que proteja a las personas contra la desaparición
forzada se hace realidad, y el anuncio realizado por Naciones
Unidas nos compromete a seguir trabajando en su implementación,
seguiremos nuestros esfuerzos para lograr un mayor número de
ratificaciones con la finalidad de lograr una aplicación universal. </span></font></div>
<div style="margin-left:0mm;margin-right:0mm;text-indent:0mm;margin-top:4.75mm;margin-bottom:4.75mm;"><font face="Arial"><span style="font-size:11pt;">La Convención crea un nuevo derecho humano: <b>el derecho de toda
persona a no ser desaparecida</b>. </span></font></div>
<div style="margin-left:0mm;margin-right:0mm;text-indent:0mm;margin-top:4.75mm;margin-bottom:4.75mm;"><font face="Arial"><span style="font-size:11pt;">Por primera vez en un tratado internacional, se reconoce
expresamente <b>el derecho a la verdad de las víctimas</b>
(considerando víctima no solo los desaparecidos, sino también sus
familiares y allegados) sobre las circunstancias de la desaparición
forzada, los progresos y resultados de la investigación y la suerte de
la persona desaparecida y reconoce el <b>carácter continuo</b> de la
desaparición. </span></font></div>
<div style="margin-left:0mm;margin-right:0mm;text-indent:0mm;margin-top:4.75mm;margin-bottom:4.75mm;"><font face="Arial"><span style="font-size:11pt;">Contiene varias disposiciones tendientes a <b>erradicar la impunidad</b>
y a reforzar la obligación de los Estados Partes de investigar, juzgar
y sancionar a los responsables. </span></font></div>
<div style="margin-left:0mm;margin-right:0mm;text-indent:0mm;margin-top:4.75mm;margin-bottom:4.75mm;"><font face="Arial"><span style="font-size:11pt;">Garantiza el <b>derecho a la reparación</b> y a una indemnización rápida,
justa y adecuada por los daños causados. Esto incluye el derecho a
la restitución, readaptación, satisfacción (incluido el
reestablecimiento de la dignidad y la reputación) y las garantías de
no repetición. </span></font></div>
<div style="margin-left:0mm;margin-right:0mm;text-indent:0mm;margin-top:4.75mm;margin-bottom:4.75mm;"><font face="Arial"><span style="font-size:11pt;">Finalmente, establecen <b>medidas de garantía para las personas
detenidas</b> y se establecen programas de formación sobre la
Convención para el personal civil y militar encargado de la aplicación
de la ley, para el personal médico, y para los funcionarios y de otras
personas que puedan intervenir en la custodia o tratamiento de las
personas privadas de libertad. </span></font></div>
<div style="margin-left:0mm;margin-right:0mm;text-indent:0mm;margin-top:4.75mm;margin-bottom:4.75mm;"><font face="Arial"><span style="font-size:11pt;">Noviembre de 2010 ha sido un mes histórico en la lucha por la
Verdad, la Justicia y el Nunca Más; ya que a la vigésima ratificación
debemos sumar la declaración del 24 de marzo como “Día
Internacional del Derecho a la Verdad en relación con las
Violaciones Graves a los Derechos Humanos y Dignidad de las
Victimas”. </span></font></div>
<div style="margin-left:0mm;margin-right:0mm;text-indent:0mm;margin-top:4.75mm;margin-bottom:4.75mm;"><font face="Arial"><span style="font-size:11pt;">Por ello llamamos a redoblar los esfuerzos. Hoy vemos que es
posible, y que, si trabajamos unidos con los Familiares y las
organizaciones de Derechos Humanos de todo el mundo podemos
alcanzar nuestros objetivos. Nos parece muy importante que de las
20 ratificaciones 9 sean de América Latina, y por ello hacemos un
llamamiento a que otros estados latinoamericanos ratifiquen esta
Convención, y solicitamos a los estados el reconocimiento del
Comité contra la Desaparicón Forzada. </span></font></div>
