<DIV>El mercado europeo es el mayor consumidor de pescado del
mundo. Pero sólo el 25% del que consumimos los europeos
proviene de aguas europeas (FAO, 2008). Para el 75% restante,
una vasta flota de embarcaciones industriales surca los mares
de los cinco continentes en busca de grandes bancos de peces.
Un ejemplo es el mar de Somalia, cuyas aguas son estos días
protagonistas de batallas de piratas. </DIV>
<P><B>Corsarios europeos y piratas somalíes </B> </P>
<P>Es cierto que nos gusta poner pescado en nuestro plato. El
mercado europeo es el mayor consumidor de pescado del mundo.
Pero las aguas europeas ya están algo esquilmadas, sólo hace
falta salir a pescar a nuestras costas y preguntar a nuestros
abuelos para darse cuenta. Tal vez por ello es que sólo el 25%
del pescado que consumimos los europeos proviene de aguas
europeas (FAO, 2008). Para el 75% restante, una vasta flota de
embarcaciones industriales controladas por una red de
compañías pesqueras con bandera de conveniencia la mayoría
(algunas son también grandes comercializadoras), con bandera
europea otras, surca los mares de los cinco continentes en
busca de grandes bancos de peces. La PPC (Política Pesquera
Comunitaria, similar a la PAC para la agricultura) y gobiernos
como el español subvencionan con mucho dinero público dicha
explotación industrial exterior. Por ejemplo, en mares como
los que bañan Somalia, cuyas aguas son estos días
protagonistas de batallas de piratas: somalíes (muchos de
ellos ex pescadores dicen) entregados al secuestro de
embarcaciones que navegan acarreando miles de contenedores
llenos de los materiales y la energía que la economía europea
precisa. </P>
<P>Sin embargo, como suele hacerse oficialmente, se ha obviado
sistemáticamente a uno de los actores clave. Si a los somalíes
entregados al arte del secuestro se les llama piratas, a estos
actores invisibles se les podría llamar corsarios. Corsario es
quien piratea pero con el apoyo claro de su gobierno por algún
tipo de patente de corso. Me refiero a los pesqueros europeos,
y en particular a los españoles, líderes mundiales en pesca
ilegal industrial. La mayoría de las poblaciones de países
como Somalia vive en la costa, y depende directa o
indirectamente de la pesca artesanal. </P>
<P>Las embarcaciones-aspiradora de pescado europeas,
estadounidenses, japonesas y chinas por este orden se
extienden por todo el globo. Sus impactos, no importa si
silenciosos, son el colapso de los ecosistemas marinos, y lo
que es peor, el fin de la subsistencia de muchos de los
habitantes de costas como las somalíes, senegalesas,
mauritanas, ecuatorianas, peruanas... que deberán encontrar
otros horizontes para sus familias. Por ejemplo, emigrar a
España. O incluso comprar armas (por ejemplo, producidas en
España) y echarse a la guerra del pirata. </P>
<P>¡Menuda paradoja! Los corsarios europeos, arropados por los
buques de guerra de gobiernos como el español o el holandés,
aparecen como indefensas víctimas de piratas malos. Los
consumidores europeos de pescado observamos y fruncimos el
ceño. Mientras tanto, la empobrecida economía somalí pierde
ingresos (¿se le secuestra?) por valor de 94 millones de
dólares anuales por la pesca ilegal de los corsarios europeos
(Environmental Justice Foundation, 2009). La pesca y sus
servicios ecosistémicos desaparecen también ahí. Y la sociedad
somalí sigue ahondando en su miseria. Menuda cooperación la
que brinda la Unión Europea a África. ¿O se trata de
anticooperación? Para mí, robarle a un pobre es mucho más
grave que robarle a un corsario. </P>
