En aquest article es vol mostrar que hi ha poderoses raons per a justificar un canvi en aquesta tendència i reforçar la relació entre ambdós sectors.</font></td>

<td class="txt"><font style="font-family: Verdana, Arial, Helvetica, sans-serif; font-size: 11px; color: #666666; text-decoration:none; list-style-image: url(/imatges/vinyeta.gif); list-style-position: outside; "> El 7 de desembre de l´any 2006 va entrar en vigor la Llei Reguladora de la Gestió del Deute Extern (38/2006), que obligava el Govern a reformar en profunditat els dos grans mecanismes generadors de deute extern i de suport financer a la internacionalització de les empreses espanyoles: el Fons d´Ajuda al Desenvolupament (FAD) i els crèdits que assegura la Companyia Espanyola d´Assegurances de Crèdit a l´Exportació (CESCE). El mandat d´aquesta reforma tenia els objectius de minimitzar el seu impacte en la generació de deute extern, eliminar l´Ajuda lligada a interessos comercials espanyols i complir amb els compromisos de la política espanyola de cooperació. El novembre del 2009, amb gairebé dos anys de retard, el Govern va presentar dos projectes de reforma dels dos instruments que han derivat en l´aprovació de dues lleis: la creació del Fons per a la Promoció del Desenvolupament (FONPRODE) i la reforma del sistema de Suport Financer a la Internacionalització de l´empresa espanyola (que contempla dues mesures: la creació d´un nou instrument, el Fons per a la Internacionalització de l´Empresa (FIEM) i d´altra banda, la reforma de CESCE).<br><br>
Aquest document té com a objectiu explicitar i detallar en quina mesura han quedat recollides les demandes que va efectuar la campanya estatal "Qui deu a Qui?" (QDQ) en el procés de les reformes; és a dir, visualitzar fins a quin punt s´han reformat els ja desapareguts crèdits del Fons d´Ajuda al Desenvolupament (FAD), així com de les operacions de cobertura per la Companyia Espanyola d´Assegurances de Crèdit a l´Exportació (CESCE), tal com demanava QDQ.

<b><i>Amb la participació del M’buruvichá (Gran Capitán) de Tentayapi </b></i> <br><br>
Davant la intenció de Repsol YPF d’entrar al seu territori per a explotar el gas, Tentayapi, una comunitat indígena guaraní del Chaco de Bolívia resisteix. Tentayapi significa “l’última casa” i és la comunitat que més tradicions del Poble Guaraní a conservat a Bolívia. L’any 2004 Repsol va ser expulsada de Tentayapi amb la pressió nacional i internacional. Des de setembre 2010 l’empresa, que és una de les transnacionals que més deute ecològic ha generat a Bolívia per les seves activitats petrolieres als territoris dels Pobles indígenes i a àrees protegides intenta operar a Tentayapi. La comunitat rebutja totalment l’entrada de Repsol i reivindica el seu Dret com Poble Indígena i la defensa del seu dret a la Sobirania alimentària i a conservar les seves tradicions. <b>La màxima autoritat de la comunitat, el M’buruvichá (Gran Capità), en el marc d’una gira internacional que l’ha portat a denunciar aquesta situació davant les Nacions Unides a Ginebra, es trobarà en la Taula Rodona a Barcelona</b>. Es debatrà sobre aquest cas i s’avaluaran les alternatives per evitar una major generació de deute ecològic per part de Repsol a Bolívia. <br><br>

El model econòmic i de desenvolupament a què respon l’extracció dels recursos minerals i energètics als països llatinoamericans i africans no només genera moviment econòmic. Les poblacions que viuen on estan aquests recursos, són -en molts casos- desposseïdes dels seus territoris o condemnades a viure en entorns ambientals i socials perjudicials per a la seva salut i per al seu desenvolupament econòmic. Així mateix, aquestes poblacions, per diversos motius, estan comunament restringides per exercir lliurement els seus drets davant les empreses extractives i els seus propis governs.<br><br>
Per altra banda, els governs, en el seu esforç per generar creixement econòmic, recorren a l’explotació de la seva riquesa natural tot i per sobre dels drets dels seus pobladors i del bon estat del medi ambient.<br><br>
Davant d’això, les organitzacions i moviments socials, estudiants i altres actors immersos en aquesta problemàtica, necessitem construir coneixement i desenvolupar capacitats, eines i habilitats. Amb això, podrem comprendre, analitzar i reflexionar sobre les complexes relacions que s'entreteixeixen entre les indústries extractives i l’escenari econòmic, social, polític i ambiental, a nivell local i internacional.<br><br>
El present curs busca cobrir aquestes necessitats però, a més, pretén també identificar i desenvolupar alternatives que ens condueixin cap a
societats més justes i democràtiques.<br><br>
