Ruggie, representant especial del secretari general per als drets humans i transnacionals. En aquest àmbit, algunes organitzacions i xarxes socials van posar sobre la taula el debat sobre la necessitat d’unes normes d’obligat compliment per a les multinacionals en matèria de drets humans. Tot i que l’origen d’aquest debat va ser a la dècada dels setanta –quan es va intentar aprovar un codi vinculant per a les multinacionals a l’ONU-, va desaparèixer durant les dècades dels vuitanta i noranta quan les pròpies Nacions Unides van decidir impulsar exclusivament els codis de conducta voluntaris, com el Global Compact...</font></td>

No obstant això, després de llegir aquests textos, la decepció no pot ser més profunda. Atès que els projectes de Llei arriben al Parlament amb gairebé dos anys de retard no es pot afirmar que el Govern no ha tingut temps per a una modificació més intensa. Per això, hem de pensar que el problema radica en la concepció mateixa del que hauria de suposar aquest canvi...</font></td>

En la complexa arquitectura destacarem aquí el cas de CESCE, ja que constitueix el principal instrument financer utilitzat per l'Estat a aquest efecte. El seu objectiu principal radica a facilitar la internacionalització del sector privat, mitjançant la cobertura de riscos d'impacte derivats de les vendes de productes i serveis d'empreses espanyoles en els mercats exteriors. Mitjançant aquest tipus d'assegurances l'Estat assumeix riscos polítics que podrien afectar operacions empresarials a l'exterior (sigui inversió directa, sigui exportacions)...

<i><b>De què va...</b></i><br>
Quin sentit té l´actual sistema d´ajuda internacional enfront d´instruments transnacionals molt més potents que generen pobresa, destrueixen ecosistemes o permeten la violació dels Drets Humans? Com explicar que després de 60 anys de cooperació internacional al desenvolupament, el món dels empobrits, en el seu conjunt, no hagi millorat? Per a respondre a aquestes preguntes, aquest llibre proposa i desenvolupa el concepte d’«anticooperació». Es refereix al conjunt d´interferències negatives, desestructurants, activades des del Nord (Global) cap al Sud (Global). En aquest llibre es comparen els fluxos de la cooperació al desenvolupament amb els associats als principals mecanismes d’anticooperació. Així, es sosté que encara que l’ajut internacional fos de qualitat o eficaç, els seus efectes serien globalment inferiors. L’anticooperació resulta ser més potent en termes econòmics, polítics, culturals i ambientals. Des d´aquesta perspectiva, l´autor reexamina àmbits com el deute extern, el comerç internacional, la producció de tecnologia, el canvi climàtic, la selecció migratòria, la guerra, o la pròpia ajuda, entre uns altres. Contraposant “cooperació” i “anticooperació”, s´esbossen així reptes per al sector de la cooperació i els moviments socials de justícia global en general, en la seva voluntat de transformació de les relacions desiguals que caracteritzen a la globalització capitalista.

Es tractará de compartir, a través de tallers, vídeos, xerrades...etc., experiències i lluites, analitzar les causes i conseqüències de la crisi, i elaborar col·lectivament alternatives al capitalisme, responsable d’aquesta crisi global. De moment ja s´han presentat uns 140 tallers!!!. El Fòrum Social Català 2010 es celebrarà els 30 i 31 de gener de 2010 a la seu central de la Universitat de Barcelona.
