La cooperació catalana no actua sola. L’ajut català al desenvolupament es desplega sobre diferents territoris del Sud al mateix temps que polítiques dures i toves i altres interferències originades en l’economia i política catalanes. La influència del conjunt d’aquestes interferències és sovint d’una intensitat i importància molt superior a la cooperació catalana al desenvolupament i tanmateix pot tenir efectes devastadors. És per aquest motiu que convé remoure els fonaments sobre els quals es plantegen les principals polítiques i estratègies de cooperació, tant pel que fa a les administracions públiques, com a les ONGD i totes aquelles altres institucions que també fan cooperació al desenvolupament (universitats, sindicats, empreses, etc). </font></td>

Podem afirmar sense dubte que la riquesa del Nord s’ha construït a base de l’espoliació i l’opressió dels pobles d’Àfrica, Àsia, el Pacífic, Amèrica Llatina i el Carib. L’esclavitud, l’extracció de minerals i hidrocarburs, la introducció i imposició de monocultius, el robatori de biodiversitat i de coneixements, van consolidar el període industrial, econòmic, i militar dels països centrals d’Europa, Estats Units, Canadà, Japó i altres que formen part de les nacions amb les economies més enriquides del planeta. Aquesta situació al llarg dels segles no ha canviat, per contra, amb l’arribada de la globalització neoliberal, ha crescut, doncs es sustenta en mecanismes d’opressió com són el lliure mercat, l’endeutament financer, la dominació cultural i la utilització de la força.<br>

Els Acords d´Associació Econòmica (EPA) que la Unió Europea planteja als països africans aixequen protestes de les organitzacions socials africanes i topen amb les reticències, sinó amb l’oposició, dels seus governs. Es dóna la paradoxa, doncs, que els suposats beneficiaris rebutgen uns tractats que la Comissió Europea planteja en clau de desenvolupament i que pressiona per fer signar el més aviat possible. Per què es dóna aquesta situació? Quins interessos i quines propostes defensen els representants espanyols que participen en les negociacions? La pesca artesanal senegalesa es veu afectada per la competència de la pesca industrial exercida per vaixells estrangers, en bona part espanyols i amb suport econòmic públic. Paral·lelament, l’Estat Espanyol juga un paper destacat en les polítiques pesqueres europees i en la inclusió d’aquest sector dins de les negociacions dels EPA. Quins són els mecanismes que fan possible aquesta ingerència espanyola i europea? Quin és exactament l’impacte d’aquests moderns corsaris?<br><br>
L’estudi constata que, dissortadament, els interessos econòmics europeus perjudiquen el desenvolupament d’Àfrica i que els poders públics prioritzen les grans empreses per davant de les poblacions africanes. I mentrestant els fluxos migratoris africans cap a Europa continuen...<br>
