global tiene consecuencias devastadoras en la vida de millones de personas en
todo el mundo, tanto en el Sur como en el Norte, y en nuestro hogar común, el
planeta Tierra. Junto con las crisis alimentaria, climática y energética, la
crisis financiera y económica ha conllevado graves impactos: entre otros,
pérdidas masivas de puestos de trabajo y salarios; recortes en los fondos para
garantizar los derechos humanos básicos de salud, educación, vivienda, agua,
electricidad y seguridad social; expulsiones violentas de la tierra y del
territorio; un incremento en la concentración del control y la explotación de
los recursos naturales por parte del poder empresarial; y un incremento de las
actitudes racistas y discriminatorias por género, religión y orientación
sexual. Los costos de esta crisis, ciertamente sistémica, continúan creciendo e
incluyen el agravamiento de la crisis social y la intensificación de la
militarización, de la guerra y de la criminalización de la protesta, incluso
cuando los beneficios de los especuladores y otros buitres empiezan a
recuperarse. </span></font></p>
<p style="text-align: justify;"><font size="2" face="Arial"><span style="font-size: 10pt; font-family: Arial;"> </span></font></p>
<p style="text-align: justify;"><font size="2" face="Arial"><span style="font-size: 10pt; font-family: Arial;">Los niveles de endeudamiento en el
Sur global están sufriendo también el impacto de estas crisis surgidas del
corazón de la economía mundial, como resultado de políticas diseñadas en favor
del libre flujo de capitales en un mercado que se había declarado
autorregulado. Como resultado, la bomba de la deuda está a punto de explotar
nuevamente. La reducción de ingresos fiscales, la caída de remesas de
trabajadores migrantes, y las crecientes demandas sociales, económicas y ambientales,
están presionando a muchos gobiernos del Sur a la búsqueda desesperada de
prestamistas, borrando cualquier mejoría reciente y convirtiéndose en presas
fáciles de aquellos que no ofrecen nada sino más deuda ilegítima. </span></font></p>

embargo, la deuda que se está acumulando no es solo financiera. Las falsas
soluciones que se promueven ante estas crisis están generando un incremento
potencialmente irreversible de las deudas ecológica, climática, social y
económica, de las que son acreedores los pueblos y el planeta, especialmente en
el Sur. Entre estas falsas soluciones podríamos citar nuevos préstamos para
suplir las necesidades generadas por las crisis; créditos para proyectos de agrocombustibles,
megaproyectos energéticos o los llamados mecanismos de desarrollo limpio; el
mercado de carbono; el rol central del que se está dotando a instituciones
altamente cuestionadas como el Fondo Monetario Internacional, el Banco Mundial,
el Fondo de Estabilidad Financiera o la Organización Mundial del Comercio.
También las reducciones de deuda limitadas, condicionadas e impulsadas desde
los prestadores, desconociendo los compromisos de reconocer y anular sin
condicionamientos, a las deudas financieras ilegítimas. En lugar de reconocer
la necesidad de una transformación fundamental de un sistema cuyo fracaso se ha
tornado cada vez más evidente, las respuestas de los gobiernos del Norte – en
particular el G7-, de las empresas transnacionales y algunos gobiernos en el
Sur, van encaminadas a salvar el sistema. En vez de aprovecharse de las crisis
a espaldas de los mismos pueblos, países y planeta que por un largo tiempo han
estado pagando los costes de su enriquecimiento, deben ofrecer compensación y
reparaciones por su responsabilidad en provocar una crisis criminal y por el
uso desmedido de la riqueza y la naturaleza del mundo entero. </span></font></p>
<p style="text-align: justify;"><font size="2" face="Arial"><span style="font-size: 10pt; font-family: Arial;" lang="ES-EC"> </span></font></p>

global financial and economic crisis has devastating consequences on the lives
of millions of people the world over, both South and North, and on our common
home, the planet Earth. Together with the food, climate, and fuel crises, it
has led to massive job and wage losses, cut-backs in the provision of basic
human rights to healthcare, education, housing, water, electricity, and social
security, violent evictions from land and territories, increased concentration
of corporate control and exploitation of natural resources, and a rise in
racist, gender, religious, and sexual discrimination, among other impacts. The
costs of this truly systemic crisis continue to rise, including also
skyrocketing social crisis and heightened militarization, war, and
criminalization of protest, even while the profits of speculators and other
vultures begin to rebound. </span></font></p>
<p style="text-align: justify;"><font size="2" face="Arial"><span style="font-size: 10pt; font-family: Arial;" lang="EN-US"> </span></font></p>
<p style="text-align: justify; text-indent: 35.45pt;"><font size="2" face="Arial"><span style="font-size: 10pt; font-family: Arial;" lang="EN-US">Debt
levels throughout the global South are suffering as well from the impact of
these crises unleashed in the heart of the global economy, as a result of
policies designed to favor the free flow of capital in a market that was
declared to be self-correcting. As a result, a new debt bomb is set to
explode: reduced earnings and taxes, falling remittances from migrant workers,
and heightened social, economic, and environmental demands is pushing many
South governments into a desperate search for the nearest money-lender, wiping
out any recent gains and again falling prey to those who offer little if
anything besides more illegitimate debt.</span></font></p>
<p style="text-align: justify;"><font size="2" face="Arial"><span style="font-size: 10pt; font-family: Arial;" lang="EN-US"> </span></font></p>
<p style="margin: 0cm 0cm 0.0001pt; text-align: justify; text-indent: 35.45pt;"><font size="2" face="Arial"><span style="font-size: 10pt; font-family: Arial;" lang="EN-US">The
debt that is accumulating is not just financial however. The false solutions
being promoted to the finance, climate, food, and fuel crises are provoking a
potentially irreversible increase in the ecological, climate, social, and
economic debts owed to the peoples and the planet, especially of the South.
Among those false solutions we could cite new lending for crisis needs or for agrofuels,
megaenergy projects or so-called clean development mechanisms; the carbon
market; giving a central role to highly questioned institutions such as the
International Monetary Fund, the World Bank, the Financial Stability Forum, or
the World Trade Organization; and also limited, lender-driven and conditioned
debt relief, ignoring the pledges for the recognition of debt illegitimacy and
cancellation of all illegitimate financial debts without conditionalities.
Instead of recognizing the need for fundamental transformation of a system
whose failure has become increasingly evident, the responses of Northern governments
– in particular the G7-, corporations and some governments in the South have
aimed at saving the system. Rather than profiting from the crises on the backs
of the same peoples, countries, and planet that for a long time now have been
paying the costs of their enrichment, they must provide compensation and
reparations for their responsibility in provoking a criminal crisis and the
disproportionate use of the world’s wealth and of nature.</span></font></p>
<p style="text-align: justify;"><font size="2" face="Arial"><span style="font-size: 10pt; font-family: Arial;" lang="EN-US"> </span></font></p>

en train de s’accumuler n’est pas seulement financière. Les fausses solutions
qui sont actuellement promues face aux crises sont en train de générer une
croissance potentiellement irréversible des dettes écologique, climatique,
social et économique dont les peuples et la planète sont les créanciers,
particulièrement au Sud. Parmi ces fausses solutions, nous pourrions citer les
nouveaux prêts pour faire face aux besoins créés par les crises, les crédits
pour des projets d’agrocombustibles, pour des méga-projets énergétiques ou pour
les prétendus mécanismes de développement propres, le marché du carbone, ou
encore le rôle central qui est en train d’être conféré à des institutions qu
devraient se retirer, comme le Fonds Monétaire International, la Banque
Mondiale, le Fonds de Stabilité Financière ou encore l’Organisation Mondiale du
Commerce. </span></font><font face="Arial"><span style="font-family: Arial;" lang="FR"> </span></font><font size="1" face="Arial"><span style="font-size: 9pt; font-family: Arial;" lang="FR">Et
aussi, l’allègement de la dette limité, conditionné et contrôlé par les
prêteurs, ignorant les promesses faites de reconnaître l'illégitimité des
dettes, et d'annuler toutes les dettes financières illégitimes sans conditions.</span></font><font size="1" face="Arial"><span style="font-size: 9pt; font-family: Arial;" lang="FR"> Au
lieu de reconnaître la nécessité d’une transformation fondamentale d’un système
dont l’échec est de plus en plus évident, les réponses des gouvernements du
Nord – en particulier le G7 -, des entreprises multinationales et des certains gouvernments
au Sud, ont pour objectif le sauvetage du système. Au lieu de profiter des
crises au détriment des mêmes peuples, pays et de la même planète, qui depuis
longtemps ont payé les coûts de leur enrichissement, ils doivent offrir une
compensation et des réparations pour leur responsabilité dans la création d’une
crise criminelle, et pour l’usage démesuré de la richesse du monde et de la
nature. </span></font></p>

MONDIALE EN DÉFENSE DE LA MÈRE TERRE</span></b>, du 12 au 16 octobre, et
unissant les luttes pour la liberté de la domination par la dette et du
fondamentalisme du marché avec les luttes pour la justice climatique (13
octobre), des femmes rurales et pour la répudiation de la dette (15 octobre),
pour la souveraineté alimentaire (16 octobre) et pour l’éradication de la
pauvreté (17 octobre), nous nous mobiliserons pour des solutions durables qui
