La cimera del G8, els líders del món industrialitzat reunits un cop més, aquest any a Itàlia, a la castigada ciutat de L’Aquila, per discutir sobre “reptes globals” com la crisi, el canvi climàtic o la fam al món. L’ampliació del nombre de convidats, més allà del que ja ens tenien habituats els darrers anys i el morbo de veure Obama (i Zapatero) en el seu primer G8, han donat el toc de color a la cimera de L’Aquila. Ara bé, més enllà de les fotos i les promeses de sempre, en què ha quedat la cimera del G8?</font></td>

Amb el suport dels principals grups i cambres empresarials, i el paper clau que van tenir el mitjans de comunicació en mans d’aquells grups, la dreta i l’extrema dreta del PL va aconseguir, tres anys després que Zelaya assumís la presidència de la República, el control d’un Estat que se’ls escapava de les mans. Juntament amb aquelles forces internes, ara queda per determinar el grau de participació i coneixement que va tenir el govern d’Estats Units, a càrrec de Barack Obama, ja que durant l’administració de George W. Bush les asprors van augmentar fins al punt de tensar les relacions en les quals el factor que va contribuir va ser l’estreta proximitat que Zelaya va tenir amb el govern veneçolà i la crida petropolítica d’Hugo Chávez. </font></td>

Des de l´Observatori del Deute en la Globalització (ODG) vam iniciar fa ja més de tres anys un treball de discussió al voltant del concepte del Deute Il·legítim. Un treball compartit amb moltes altres organitzacions i moviments socials de tot el món. Aquest esforç de conceptualització es complementa amb la realització d´estudis de cas i, en la mesura del possible, l´impuls de processos de auditories de deute que ens ajudi a dur a la pràctica el concepte de deutes il·legítims. És en aquest marc que des del ODG hem realitzat l´informe “Deutes il·legítims entre l´Equador i l´Estat espanyol”. A través de l´estudi de casos reals, es volia demostrar que existeixen deutes que l´Estat espanyol exigeix i cobra en l´actualitat que poden ser il·legítims, i que és necessària i factible la realització de auditories integrals del deute, tant en el Sud com en el Nord, per a dilucidar l´origen legítim o no d´aquests deutes.<br><br>

Aquest estudi, realitzat per l´Observatori del Deute en la Globalització i l´Associació Catalana d´Enginyeria Sense Fronteres, denuncia que els crèdits FAD, tal com s´han utilitzat fins a la data, no són el millor instrument per a aconseguir garantir els drets universals de les poblacions del Sud per al 100% d´accés i sanejament de l´aigua.<br><br>
Així, en aquesta investigació s´ha verificat que l´ús del crèdit FAD comporta uns costos econòmics, socials, polítics i mediambientals sobre les poblacions i el territori que els rep gens menyspreables i que són més elevats que no si estiguéssim analitzant donacions deslligades, dintre d´un lògica que entén la AOD com un mecanisme de restitució històrica entre un Nord que s´enriqueix sobre la base d´empobrir al Sud. Així mateix, la investigació demostra que en alguns dels casos finançats s´han produït irregularitats, quan no il·legalitats en el procés de licitació i/o execució del crèdit. En efecte, l´estudi mostra com els crèdits FAD promocionen i faciliten la internacionalització de l´empresa espanyola en els països empobrits, alhora que destruïxen les capacitats locals de crear un teixit industrial propi. Per aquest motiu, en ell s´afirma que els crèdits FAD no són l´instrument més adequat per a lluitar contra la pobresa, ja que amb la seva utilització s´incrementa la dependència financera d´aquests països. D´aquesta manera, es mostra com la seva utilització agreuja la insostenibilitat del deute extern.<br><br>

Des de 2002, l’equip de l’Observatori del Deute en la Globalització (ODG) edita un Butlletí electrònic mensual: el Butlletí Notícies ODG. Aquest any, amb l’objectiu d’introduir millores en la comunicació, estem realitzant una <b>breu enquesta d’opinió</b> al respecte entre els/les nostres lectors/es. Els agrairíem molt que es prenguessin uns minuts (només són divuit preguntes) per ajudar-nos a avaluar junts aquesta publicació. <b>Entre aquells/es que s’animin a participar a l’enquesta, farem un sorteig d’un paquet de les darreres publicacions de l’ODG.</b> <br><br>
