condemn the violence against peaceful indigenous protesters and police in
<st1:country-region w:st="on"><st1:place
w:st="on">Peru</st1:place></st1:country-region> that has already resulted in at
least 30 deaths. <o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 6pt 10.8pt 0pt 0cm"><SPAN
style="FONT-FAMILY: Calibri"><FONT size=3>We call on both the Government of Peru
and the Interethnic Association for the Development of the Peruvian Amazon
(AIDESEP) to engage in a good faith dialogue to prevent further escalation. We
urge the international community to send a clear message to <st1:country-region
w:st="on"><st1:place w:st="on">Peru</st1:place></st1:country-region> that
military repression is not an acceptable form of conflict resolution.
<o:p></o:p></FONT></SPAN></P>

style="FONT-FAMILY: Calibri">The current violent human rights crisis is a vivid
illustration of the consequences of a systematic failure in the basic governance
processes related to consultation, land tenure and access to
resources.</SPAN><SPAN
style="FONT-FAMILY: Calibri; mso-bidi-font-family: 'Courier New'"><o:p></o:p></SPAN></FONT></P>
<P class=MsoNormal style="MARGIN: 6pt 28.8pt 0pt 0cm"><SPAN
style="FONT-FAMILY: Calibri"><FONT size=3>The indigenous mobilization that ended
in violence on Friday began in April as a reaction to a series of laws
promulgated by President Alan Garcia’s government over the past year. The laws
contain provisions that indigenous organizations believe threaten their
fundamental rights to access and decision-making over their forests, resources
and territories. They were written and passed into law without any formal or
informal consultation with indigenous peoples, in violation of
<st1:country-region w:st="on"><st1:place
w:st="on">Peru</st1:place></st1:country-region>’s obligations under ILO
169.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 6pt 10.8pt 0pt 0cm"><SPAN
style="FONT-FAMILY: Calibri"><FONT size=3>This is the second time in less than a
year that <st1:country-region w:st="on">Peru</st1:country-region>’s indigenous
peoples in the Amazon have resorted to organizing massive and prolonged
blockades of roads, rivers and extractive industry infrastructure, as their
increasingly frequent calls for consultation and dialogue have gone unheard in
<st1:City w:st="on"><st1:place w:st="on">Lima</st1:place></st1:City>.
<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 6pt 10.8pt 0pt 0cm"><SPAN
style="FONT-FAMILY: Calibri"><FONT size=3>The tragic unfolding incident
illustrates how ignoring peoples’ rights and meaningful participation in
processes that affect their lands and livelihoods can lead to serious social
conflict and failed policies. As the world’s climate negotiators gather in
<st1:City w:st="on"><st1:place w:st="on">Bonn</st1:place></st1:City>, we must
heed these lessons and guarantee that indigenous peoples’ rights are considered
an integral part of any final agreement to save forests and the climate.

las organizaciones abajo firmantes, condenamos la violencia contra los
manifestantes pacíficos indígenas y la policía en el Perú, que ha resultado en
la muerte de al menos 30 personas hasta la fecha.<o:p></o:p></SPAN></P>

llamado tanto al Gobierno del Perú como a la Asociación Interétnica de
Desarrollo de la Selva Peruana (AIDESEP) para que establezcan un diálogo de
buena fe para prevenir una mayor escalada de violencia. </SPAN><SPAN
style="FONT-SIZE: 10pt; FONT-FAMILY: Calibri; mso-ansi-language: EN-US">Apremiamos
a la comunidad internacional para que envíe un claro mensaje a Perú de que la
represión militar no es una forma aceptable para la resolución de

violenta crisis en el respeto de los derechos humanos ilustra de forma vívida
las consecuencias de un fracaso sistemático en los procesos básicos de
gobernanza relativos a procesos de consulta, tenencia de tierras y acceso a los
recursos.<o:p></o:p></SPAN></P>
<P class=MsoNormal style="MARGIN: 6pt 10.8pt 0pt 0cm"><SPAN lang=ES
style="FONT-SIZE: 10pt; FONT-FAMILY: Calibri; mso-ansi-language: ES">La
movilización de los pueblos indígenas que desembocó en violencia el pasado
viernes comenzó en abril como reacción a una serie de leyes promulgadas por el
gobierno del Presidente Alan García durante el pasado año. </SPAN><SPAN
style="FONT-SIZE: 10pt; FONT-FAMILY: Calibri; mso-ansi-language: EN-US">Las
leyes contienen disposiciones que las organizaciones indígenas consideran
<st1:City w:st="on"><st1:place w:st="on">como</st1:place></st1:City> una amenaza
a sus derechos fundamentales de acceso y toma de decisiones sobre sus bosques,
recursos y territorios. Dichas leyes fueron redactadas y aprobadas sin ningún
tipo de consulta formal o informal con los pueblos indígenas, en violación de
los compromisos asumidos por el Perú bajo el Convenio 169 de la Organización
Internacional del Trabajo (OIT).<o:p></o:p></SPAN></P>
<P class=MsoNormal style="MARGIN: 6pt 10.8pt 0pt 0cm"><SPAN lang=ES
style="FONT-SIZE: 10pt; FONT-FAMILY: Calibri; mso-ansi-language: ES">Esta es la
segunda ocasión en menos de un año en que los pueblos indígenas amazónicos han
tenido que recurrir a grandes bloqueos prolongados de carreteras, ríos e
infraestructuras de las industrias extractivas, después de que sus frecuentes
peticiones de consulta y diálogo hayan sido ignoradas en
Lima.<o:p></o:p></SPAN></P>
<P class=MsoNormal style="MARGIN: 6pt 10.8pt 0pt 0cm"><SPAN lang=ES
style="FONT-SIZE: 10pt; FONT-FAMILY: Calibri; mso-ansi-language: ES">El trágico
desarrollo de estos incidentes pone en evidencia que ignorar los derechos de los
pueblos y su participación en los procesos que afectan sus tierras y medios de
vida puede resultar en serios conflictos sociales y políticas fallidas.

lo negociadores de cambio climático se reúnen en Bonn, se debe prestar especial
atención a estos sucesos y las lecciones que de ellos pueden extraerse, de forma
que pueda garantizarse que los derechos de los pueblos indígenas se consideren
como una parte integral de cualquier acuerdo final para salvar los bosques y el
clima.<o:p></o:p></SPAN></P>
