Els projectes de cooperació internacional incorporen, de forma cada vegada més habitual, idees com “partenariats nord-sud”, “partenariats de recerca”, “parternariats internacionals” o “partenariats públic-privat”. En principi, hauríem de celebrar aquest gir conceptual, ja que la idea de partenariat indica que les relacions entre les parts, que abans eren d’assistència, ara són de col·laboració entre iguals. Per tant, s’assumeix que, en el context dels partenariats, relacions de poder que abans eren verticals esdevenen més horitzontals. En el cas concret dels partenariats públic-privat, el concepte de partenariat pot indicar que el sector públic no es desresponsabilitza de determinats camps d’intervenció que resulten fonamentals per garantir determintas drets socials. No obstant això, també es corre el perill que la paraula partenariat es faci servir, simplement, perquè interpel·la a allò que avui resulta políticament correcte. El seu ús no garanteix per se una ruptura amb formes de fer assistencialistes i, ni molt menys, una reubicació del locus de poder.

Per això s’estan organitzant diferents festes per la setmana del 27 al 31 de març durant l’Assemblea Anual de Governadors, que tindrà lloc a Medellín, Colòmbia. No obstant, en lloc de celebrar, les organitzacions de la societat civil d’Amèrica Llatina i el Carib estan organitzant un acte alternatiu per visualitzar els costos humans i ambientals de les fracassades polítiques de “desenvolupament” del banc, orientades principalment a la promoció de megaprojectes ecològicament perjudicials, que aporten molt pocs beneficis a les poblacions locals més desfavorides i no respecten els drets de les comunitats indígenes i d’altres grups ètnics tradicionals. </font></td>

En els darrers mesos no parem d’escoltar, veure i viure com ens està afectant la crisi financera i econòmica en el nostre entorn més immediat. Tanmateix, es parla molt poc (per no dir gairebé gens) de l´abast dels impactes de l´actual crisi als països empobrits, una crisi que ells no han provocat i que, en menor o major mesura, els pot debilitar encara més. És per això que des de l’ODG volem, a través d’aquest seminari, analitzar en profunditat com està afectant la crisi a aquests països i com poden fer-ne front.<br><br>
D’aquesta manera, en una primera sessió analitzarem els impactes tant a nivell social, econòmic com ecològic d’aquesta crisi entre els pobles del Sud. A partir d’aquí volem presentar quines són les propostes que des del Nord i des d’organismes internacionals com el Banc Mundial, l’FMI o el G20, s’estan plantejant per a que els països del Sud puguin fer front a la crisi. Amb les propostes sobre la taula intentarem contrastar algunes d’aquestes ‘recomanacions’ amb els impactes abans observats. Així, plantejarem un debat sobre si la sortida a la crisi ha de ser més o menys connexió al comerç internacional, avaluant les propostes sobre proteccionisme i lliure comerç que s’estan plantejant des de diferents sectors. Alhora, voldrem discutir sobre si els països del Sud necessiten nous fluxos monetaris externs per poder fer front a la crisi o, si pel contrari, ara és el moment de buscar noves fonts i formes de finançament i trencar així la dependència de les fonts exteriors. Com a colofó final volem debatre sobre quines són les alternatives que intuïm podrien ser les més vàlides perquè finalment els països del Sud no hagin de pagar la factura d’aquesta crisi.<br>

En l´informe s’analitzen diversos casos de crèdits FAD, exposant qüestions relacionades amb la destinació i la gestió dels fons, amb l´objectiu de plantejar-ne la seva legitimitat o il·legitimitat.<br><br>
Es tracta de crèdits atorgats per l´Estat espanyol a països com Somàlia, Indonèsia, Angola, Nicaragua, El Salvador, El Txad o l´Equador, des de mitjans dels 80 fins a l´any 2005, per usos tant diversos com l´adquisició d´armament o vehicles militars espanyols, la construcció d´un hospital amb problemes de funcionament, un hotel de luxe a un dels països més pobres del món o infraestructures per a l´ús i benefici d´empreses transnacionals. <br><br>

L´assignatura té com objectiu introduir a l´estudiant als conflictes ambientals derivats de l´accés de diferents actors als recursos naturals (i serveis ambientals) i alhora, els derivats de les càrregues de la contaminació. És a dir, tots aquells conflictes ecològic-distributius (locals o internacionals) nascuts del creixent metabolisme social, des del punt de vista de la pugna d´actors amb diferents interessos i valors, que utilitzen llenguatges de valoració també distints. Està orientada principalment a estudiants de doctorat. L´assignatura forma part de l´especialitat del Màster de Sostenibilitat de la UPC que correspon a l´avaluació de polítiques ambientals. <br><br>
