<p class="MsoNormal" style="text-align: justify;"><span style="font-family: Arial;">Davant la tragèdia que està patint el poble d’Haití, milers de persones, entitats socials i institucions arreu del món s’han mobilitzat ràpidament per a fer l’ajuda d’emergència i reconstrucció del país possible. Entre elles, les organitzacions no governamentals i moviments socials a Catalunya han respòs a la gravetat de la situació, cadascuna des de les seves capacitats i sector d’actuació, amb la immediatesa que els ha estat possible i intentant que aquesta resposta fos coordinada i adaptada a les necessitats i demandes de la població.</span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-family: Arial;"> </span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-family: Arial;">Les entitats sotasignants volem expressar un cop més la nostra solidaritat i suport amb el poble d’Haití. Però també ens veiem en la obligació d’expressar la nostra profunda preocupació per algunes qüestions relacionades amb com s’està desplegant l’ajuda d’emergència i com es poden desenvolupar les tasques de reconstrucció. </span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-family: Arial;"> </span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-family: Arial;">En aquest sentit, i en primer lloc, volem expressar el nostre <strong>rebuig a la militarització</strong> de l’ajuda que s’està donant a Haití, per part tant de l’exèrcit d’Estats Units (amb 16.000 militars desplegats o per desplegar a la zona), com de </span><span style="font-family: Arial;">la Unió Europea</span><span style="font-family: Arial;"> (6.000 efectius) i d’altres cossos militars (NNUU ha anunciat que 3.500 cascos blaus se sumaran als 9.000 que ja formen part de la Missió per l’Estabilització d’Haití, la MINUSTAH; als que s’han d’afegir altres contingents com els 2.000 soldats de Canadà, o els prop de 2.000 de Brasil). Aquesta presència militar a Haití s’ha desplegat de forma descoordinada, amb decisions unilaterals dels diferents països, i sense una missió definida o clara. I el que és més greu, sense que el poble o les institucions haitianes ho hagin sol·licitat. El paper de lideratge i control de zones estratègiques que s’ha autoatorgat l’exèrcit d’Estats Units no només és del tot il·legítim, sinó que està entorpint greument les tasques d’ajuda de les ONG, posant en perill la vida dels milions d’afectats pel terratrèmol. També cal valorar el tipus i forma de lliurar l’ajuda d’emergència, vetllant especialment per la dignitat de les persones, donant especial atenció a dones, nens i nenes, especialment vulnerables i discriminats en moltes de les formes de lliurament escollides.</span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-family: Arial;"> </span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-family: Arial;">Ens volem sumar a les veus que s’aixequen a Haití i entre la societat civil internacional per demanar una resposta no militaritzada, formada per cossos civils i que compti amb l’enorme potencial humà i de societat civil organitzada amb que compta Haití. </span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-family: Arial;"> </span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-family: Arial;">Pel que fa a l’ajuda d’emergència i reconstrucció, volem insistir en la importància que els <strong>recursos</strong> que s’ofereixin per part dels donants siguin <strong>deslligats d’interessos comercials</strong> d’aquests. Aquests recursos han de ser donacions, no préstecs, de forma que no generin nou endeutament. El govern espanyol hauria de renunciar a l’ús d’instruments com els crèdits FAD, fons reemborsables i lligats a la compra de béns i serveis espanyols, utilitzat anteriorment en emergències similars com les de d’Huracà Mitch a Centre-amèrica o el Tsunami al Sud-est asiàtic. </span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-family: Arial;"> </span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-family: Arial;">A més de no generar nou deute, governs i institucions financeres internacionals haurien de <strong>cancel·lar de forma immediata i incondicional el deute extern il·legítim d’Haití</strong>. Haití, tot i haver rebut una important promesa de reducció de deute al juny de 2009, té encara un deute pendent de 891 milions de dòlars, principalment amb institucions com el FMI, el Banc Interamericà de Desenvolupament o el Banc Mundial, i països com Taiwan o Veneçuela. Governs com el francès o l’italià, ja han anunciat cancel·lacions de deute, i el Club de París (agrupació de països creditors de l’OCDE) ha instat a tots els seus membres a procedir de la mateixa manera. El Govern espanyol és creditor d’un deute de 28.57 milions d’euros (31/12/2008) d’Haití, i tot i les demandes de la societat civil, encara no ha anunciat cap acció per a procedir amb la seva immediata i incondicional cancel·lació.<span> </span></span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-family: Arial;"> </span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-family: Arial;">Aquesta cancel·lació hauria de ser el primer pas per un <strong>reconeixement i restitució dels deutes històrics, ecològics i socials </strong>que els països del Nord tenim amb Haití. La llarga història de colonialisme i ocupacions que ha patit Haití, començant per la colonització espanyola i francesa, i seguint per la ocupació i intervencionisme nord-americans, així com les injustes relacions econòmiques i comercials amb el país i l’explotació dels seus recursos naturals i dels seus treballadors per part d’empreses transnacionals, han esdevingut en un important deute històric, ecològic i social que els països del Nord haurien de reconèixer i restituir al poble d’Haití. </span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-family: Arial;"> </span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-family: Arial;">És important que s’actuï de forma contundent, no només en el moment de l’emergència, sinó per a posar els fonaments per a que el poble d’Haití pugui reconstruir el seu país, des de l’exercici de la seva legítima sobirania. És doncs el moment també per <strong>revisar les polítiques econòmiques i acords comercials</strong> imposats a Haití al llarg de les darreres dècades, i els impactes que aquestes han tingut en l’empobriment i la crisi alimentària que ha patit Haití, amb especial incidència a les dones. Per a garantir un futur per al poble haitià, lliure de l’explotació i la dominació que ha patit fins ara, caldrà no només recursos i ajuda humanitària, sinó una reversió profunda de les relacions comercials, financeres i polítiques amb el país.<span> </span></span></p>
