<td class="txt"><font style="font-family: Verdana, Arial, Helvetica, sans-serif; font-size: 11px; color: #666666; text-decoration:none; list-style-image: url(/imatges/vinyeta.gif); list-style-position: outside; "> El 7 de diciembre del año 2006 entró en vigor la Ley Reguladora de la Gestión de la Deuda Externa (38/2006), que obligaba al Gobierno a reformar en profundidad los dos grandes mecanismos generadores de deuda externa y de apoyo financiero a la internacionalización de las empresas españolas: el Fondo de Ayuda al Desarrollo (FAD) y los créditos que asegura la Compañía Española de Seguros de Crédito a la Exportación (CESCE). El mandato de esta reforma tenía los objetivos de minimizar su impacto en la generación de deuda externa, eliminar la Ayuda ligada a intereses comerciales españoles y cumplir con los compromisos de la política española de cooperación.
En noviembre del 2009, con casi dos años de retraso, el Gobierno presentó dos proyectos de reforma de ambos instrumentos que han derivado en la aprobación de dos Leyes: la creación del Fondo para la
Promoción del Desarrollo (FONPRODE) y la Reforma del Sistema de Apoyo Financiero a la Internacionalización de la empresa española (que contempla dos medidas: la creación de un nuevo instrumento, el Fondo para la Internacionalización de la Empresa (FIEM) y por otro lado, la reforma de CESCE).<br><br>
Este documento tiene como objetivo explicitar y detallar en qué medida han quedado recogidas las demandas que efectuó la campaña estatal “¿Quién debe a Quién?” (QDQ) en el proceso de dichas reformas; esto es, visualizar hasta qué punto se han reformado los ya desaparecidos créditos del Fondo de Ayuda al Desarrollo (FAD), así como de las operaciones de cobertura por la Compañía Española de Seguros de Crédito a la Exportación (CESCE), tal y como demandaba QDQ.

Ante la intención de Repsol YPF de entrar en su territorio para explotar el gas, Tentayapi, una comunidad indígena guaraní del Chaco de Bolivia se encuentra en resistencia. Tentayapi significa “la última casa” y es la comunidad que más tradiciones del Pueblo Guaraní ha conservado en Bolivia. En 2004, Repsol fue expulsada de Tentayapi gracias a la presión nacional e internacional. Desde septiembre de 2010, la empresa, una de las transnacionales que más deuda ecológica ha generado en Bolivia por sus actividades petroleras en los territorios de los Pueblos Indígenas y en áreas protegidas, intenta operar en Tentayapi. La comunidad rechaza totalmente la entrada de Repsol y reivindica el "Buen Vivir", así como el respeto de los Derechos de los Pueblos Indígenas, defendiendo también su derecho a la Soberanía Alimentaria. <b>La máxima autoridad de la comunidad, el M’buruvichá (Gran Capità), en el marco de una gira internacional que le ha llevado a denunciar esta situación ante las Naciones Unidas en Ginebra, se encontrará en la Mesa Redonda en Barcelona</b>. Se debatirá sobre este caso y se evaluarán las alternativas para evitar una mayor generación de Deuda ecológica por parte de Repsol en Bolivia. <br><br>

<td class="txt"><font style="font-family: Verdana, Arial, Helvetica, sans-serif; font-size: 11px; color: #666666; text-decoration:none; list-style-image: url(/imatges/vinyeta.gif); list-style-position: outside; "> La Asociación Catalana de Ingeniería Sin Fronteras (ISF) e Intermón Oxfam (IO) trabajamos desde hace más de 10 años con numerosas organizaciones sociales en África y América Latina que están comprometidas con la población que sufre los impactos ambientales, sociales y económicos generados por el desarrollo de los proyectos extractivos, mineros y petroleros.<br><br>
El modelo económico y de desarrollo al que responde la extracción de los recursos minerales y energéticos en los países latinoamericanos y africanos no sólo genera movimiento económico. Las poblaciones que viven donde están dichos recursos, son -en muchos casos- despojadas de sus territorios o condenadas a vivir en entornos ambientales y sociales perjudiciales para su salud y para su desarrollo económico. Así mismo, estas poblaciones, por diversos motivos, están comúnmente restringidas para ejercer libremente sus derechos frente a las empresas extractivas y a sus propios gobiernos.<br><br>
Por otro lado, los gobiernos, en su esfuerzo por generar crecimiento económico, recurren a la explotación de su riqueza natural aún por encima de los derechos de sus pobladores y del buen estado del medio ambiente.<br><br>
Frente a esto, las organizaciones y movimientos sociales, estudiantes y otros actores inmersos en esta problemática, necesitamos construir conocimiento y desarrollar capacidades, herramientas y habilidades. Con ello, podremos comprender, analizar y reflexionar sobre las complejas relaciones que se entretejen entre las industrias extractivas y el escenario económico, social, político y ambiental, a nivel local e internacional.<br><br>
El presente curso busca cubrir estas necesidades pero, además, pretende
también identificar y desarrollar alternativas que nos conduzcan hacia sociedades más justas y democráticas. <br><br>
El periodo de matriculación estará abierto hasta el 13 de diciembre. <br><br>
