El Comité Internacional es una iniciativa abierta a
todas las redes, movimientos, campañas y organizaciones del mundo que
trabajan
con sentido de operatividad, unidad y solidaridad rumbo a la COP XVI de
Cambio
Climático en Cancún, México (29 de noviembre a 10 de diciembre de
2010). Este
Comité Internacional (ver lista de integrantes más abajo) complementa
los
grandes esfuerzos de articulación, movilización y logística que están
realizando las organizaciones mexicanas para asegurar una presión y
seguimiento
de la COP, y las movilizaciones descentralizadas que se realizarán en
ese
período clave en diversas regiones. Busca ser un espacio de confluencia
en la
lucha por la justicia climática.</span></b></p>

style="font-family: Arial;" lang="ES-UY"><span style=""> </span></span></p>
<p style="text-align: justify;" class="ecxMsoNormal"><span
style="font-family: Arial;" lang="ES-UY">El Grupo de Comunicación de
ese Comité Internacional
se ha creado con la intención de sumar aportes a una estrategia de
comunicación
global, basándose en las redes alternativas ya existentes. Se propone
generar insumos
también para profesionales que apoyen la incidencia en los medios
internacionales convencionales. </span></p>

<b>Desde que el debate sobre el Cambio Climático ganó un nuevo impulso,
a
partir de la divulgación del informe del IPCC y las conferencias de
Bali,
Copenhague y la Conferencia de los Pueblos sobre el Cambio Climático y
los
Derechos de la Madre Tierra realizada en Cochabamba, los movimientos y
organizaciones sociales, junto a las redes y articulaciones
internacionales,
hemos venido construyendo un conjunto de iniciativas populares para
fortalecer
un movimiento global por justicia climática. </b></span></p>
<p style="text-align: justify;" class="ecxMsoNormal"><b><span
style="font-family: Arial;" lang="ES-UY"> </span></b></p>
<p style="text-align: justify;" class="ecxMsoNormal"><span
style="font-family: Arial;" lang="ES-UY">Estas iniciativas comparten
-desde su diversidad- una
misma perspectiva estratégica. Para hacer frente a la grave crisis
climática
global es necesario llevar a cabo cambios de fondo y abandonar las
falsas
soluciones que agravan el problema, poniendo los derechos de los
pueblos y la
naturaleza en el centro mismo del debate.</span></p>
<p style="text-align: justify;" class="ecxMsoNormal"><span
style="font-family: Arial;" lang="ES-UY"> </span></p>
<p style="text-align: justify;" class="ecxMsoNormal"><span
style="font-family: Arial;" lang="ES-UY">Consideramos que es necesario
cambiar el sistema de
producción y consumo imperante basado en un modelo de desarrollo y un
relacionamiento con la naturaleza depredador, injusto y excluyente y
transitar
hacia nuevos modos de vida basados en la justicia social, ambiental y
climática. </span></p>
<p style="text-align: justify;" class="ecxMsoNormal"><span
style="font-family: Arial;" lang="ES-UY"> </span></p>
<p style="text-align: justify;" class="ecxMsoNormal"><span
style="font-family: Arial;" lang="ES-UY">Para nosotros y nosotras, las
soluciones reales
frente al calentamiento global pasan por lograr una reducción efectiva
en las
emisiones de gases de efecto invernadero y por el resarcimiento de la
deuda
climática que el Norte industrializado ha acumulado con el Sur. Las
soluciones
reales son la justicia climática, ambiental y social, el respeto a los
derechos
humanos y la autodeterminación de los pueblos, la soberanía
alimentaria, la
recuperación de territorios y la reforma agraria, la agricultura
campesina y la
integración y solidaridad entre los pueblos. </span></p>
<p style="text-align: justify;" class="ecxMsoNormal"><span
style="font-family: Arial;" lang="ES-UY"> </span></p>
<p style="text-align: justify;" class="ecxMsoNormal"><span
style="font-family: Arial;" lang="ES-UY">Luchamos por el
reconocimiento de responsabilidades y
compromisos diferenciados tanto en las reducciones como al<span style="">
</span>asumir los costos de la adaptación y
mitigación. Luchamos por una transición justa, basada en la justicia
climática,
ambiental, social y de género hacia un nuevo modelo que garantice el
trabajo
decente, la creación de buenos empleos y el respeto de los derechos de
las y
los trabajadores. Luchamos por la defensa del agua, su gestión
democrática,
social y comunitaria que ayude a detener la crisis climática Luchamos
por una
reforma agraria y el impulso a<span style=""> </span>la agricultura
campesina-indígena local que ha mostrado su capacidad de producir en
armonía
con la naturaleza, Luchamos por la protección y manejo comunitario y
sustentable de los bosques, y por la transición hacia una generación de
energía
limpia y renovable.</span></p>
<p style="text-align: justify;" class="ecxMsoNormal"><span
style="font-family: Arial;" lang="ES-UY"> </span></p>
<p style="text-align: justify;" class="ecxMsoNormal"><span
style="font-family: Arial;" lang="ES-UY">Frente al debil y
problemático “Entendimiento de
Copenhague”, los pueblos y los movimientos sociales estamos
comprometidos en la
construcción y profundización del “Acuerdo de los Pueblos”.
Consideramos que el
Acuerdo de los Pueblos alcanzado en la Cumbre de Cochabamba es nuestro
punto de
partida, que debe ser profundizado y debatido en la misma lógica en la
que fue
construido, esto es, en el marco de los debates y propuestas de los
propios
pueblos, movimientos y organizaciones sociales.</span></p>
<p style="text-align: justify;" class="ecxMsoNormal"><span
style="font-family: Arial;" lang="ES-UY"> </span></p>
<p style="text-align: justify;" class="ecxMsoNormal"><span
style="font-family: Arial;" lang="ES-AR">Las movilizaciones, foros,
debates, reuniones y actividades que se realizarán por parte de las
redes y org</span><span style="font-family: Arial;" lang="ES-UY">anizaciones
sociales en Cancún, México, en
paralelo y hacia dentro de la COP 16, marcarán un momento clave para la
continuidad de este proceso de acumulación y fortalecimiento del
movimiento
global por justicia climática.</span></p>
<p style="text-align: justify;" class="ecxMsoNormal"><span
style="font-family: Arial;" lang="ES-UY"> </span></p>
<p style="text-align: justify;" class="ecxMsoNormal"><b><span
style="font-family: Arial;" lang="ES-UY">Nos convocamos a:</span></b></p>
<p style="text-align: justify;" class="ecxMsoNormal"><span
style="font-family: Arial;" lang="ES-UY"> </span></p>
<p style="text-align: justify;" class="ecxMsoNormal"><span
style="font-family: Arial;" lang="ES-UY"><span style=""> </span>Impulsar
un amplio intercambio global de visiones y perspectivas, continuando
los
debates que se realizaron en Cochabamba y que se extenderá mas allá de
Cancún,
para construir desde los pueblos, las medidas y demandas concretas que
deberán
ser adoptadas para revertir la crisis climática y avanzar hacia la
justicia
climática.</span></p>
<p style="text-align: justify;" class="ecxMsoNormal"><span
style="font-family: Arial;" lang="ES-UY"> </span></p>
<p style="text-align: justify;" class="ecxMsoNormal"><span
style="font-family: Arial;" lang="ES-UY"><span style=""> </span>Movilizarnos
en Cancún y en todo el mundo, para rechazar a las estrategias de lucro,
cabildeo<span style=""> </span>y mercantilización que están
realizando las empresas transnacionales, los bancos e intereses
financieros,<span style=""> </span>los gobiernos de los países
industrializados y sus instituciones internacionales para seguir
eludiendo sus
responsabilidades históricas </span></p>
<p style="text-align: justify;" class="ecxMsoNormal"><span
style="font-family: Arial;" lang="ES-UY"><span style=""> </span></span></p>
<p style="text-align: justify;" class="ecxMsoNormal"><span
style="font-family: Arial;" lang="ES-UY"><span style=""> </span>Apoyar
y promover movilizaciones descentralizadas en todo el mundo, como el
llamado de
la Vía Campesina a llevar adelante “miles de Cancún por la Justicia
Climática”</span></p>
<p style="text-align: justify;" class="ecxMsoNormal"><span
style="font-family: Arial;" lang="ES-UY"> </span></p>
<p style="text-align: justify;" class="ecxMsoNormal"><span
style="font-family: Arial;" lang="ES-UY"><span style=""> </span>Desenmascarar
las falsas soluciones a la crisis climática, y acusar a sus
responsables, con
testimonios, evidencias y pruebas concretas de los impactos negativos a
nivel
mundial de los mercados de carbono, los transgénicos, agrocombustibles,
geoingeniería, la energía nuclear, la captura y almacenamiento de
carbono, los
“Mecanismos de Desarrollo Limpio” y los actuales proyectos REDD que se
están
impulsando sin atender las reales necesidades de los pueblos</span></p>
<p style="text-align: justify;" class="ecxMsoNormal"><span
style="font-family: Arial;" lang="ES-UY"> </span></p>
<p style="text-align: justify;" class="ecxMsoNormal"><span
style="font-family: Arial;" lang="ES-UY"><span style=""> </span>Sacar
al Banco Mundial y a sus brazos financieros regionales e
internacionales de
todos los planes de gestión y financiamiento frente al cambio climático
y la crisis
ambiental global, porque es uno de los principales responsables de los
desastres actuales, de la imposición de un modelo de desarrollo
excluyente y
depredador y de los condicionamientos financieros y políticos sobre los
países
empobrecidos. Además de que han mantenido una fuerte inversión en la
extracción<span style=""> </span>y utilización de combustibles
fósiles</span></p>
<p style="text-align: justify;" class="ecxMsoNormal"><span
style="font-family: Arial;" lang="ES-UY"> </span></p>
<p style="text-align: justify;" class="ecxMsoNormal"><b><span
style="font-family: Arial;" lang="ES-UY">Como parte de una Estrategia
Global de Acción,
proponemos:</span></b></p>
<p style="text-align: justify;" class="ecxMsoNormal"><span
style="font-family: Arial;" lang="ES-UY"> </span></p>
<p style="text-align: justify;" class="ecxMsoNormal"><span
style="font-family: Arial;" lang="ES-UY"><span style=""> </span>Realizar
una jornada global de acciones, el 8 de octubre, exigiendo “Banco
Mundial,
fuera del clima!”, en paralelo al inicio de la reunión anual de esta
entidad
responsable de múltiples políticas desastrosas para los pueblos y como
parte de
la “Semana de Acción Global contra la deuda y las IFIS” del 7 al 17 de
octubre.
</span></p>
<p style="text-align: justify;" class="ecxMsoNormal"><span
style="font-family: Arial;" lang="ES-UY"> </span></p>
<p style="text-align: justify; text-indent: 35.45pt;"
class="ecxMsoNormal"><span style="font-family: Arial;" lang="ES-UY">Participar
y apoyar las movilizaciones
convocadas por la CSA, la CSI y las centrales sindicales el 7 de
octubre, en la
jornada mundial por el trabajo decente.</span></p>
<p style="text-align: justify;" class="ecxMsoNormal"><span
style="font-family: Arial;" lang="ES-UY"><span style=""> </span>Movilizarnos
en todas partes el día 12 de octubre, realizando una Minga Global en
Defensa de
la Madre Tierra y la Justicia Climática-Ambiental. </span></p>
<p style="text-align: justify;" class="ecxMsoNormal"><span
style="font-family: Arial;" lang="ES-UY"> </span></p>
<p style="text-align: justify;" class="ecxMsoNormal"><span
style="font-family: Arial;" lang="ES-UY"><span style=""> </span>Llevar
a cabo un día común de movilizaciones, el 29 de noviembre,<span style="">
</span>día que dará inicio la COP 16 en Cancún, en
todo el mundo.</span></p>
<p style="text-align: justify;" class="ecxMsoNormal"><span
style="font-family: Arial;" lang="ES-UY"> </span></p>
<p style="text-align: justify;" class="ecxMsoNormal"><span
style="font-family: Arial;" lang="ES-AR"><span style=""> </span></span><span
style="font-family: Arial;" lang="ES-UY">Realizar
movilizaciones y acciones a nivel global durante la próxima Reunión del
G20,
incluyendo en Seúl, donde se producirá esta cumbre y el tema de cambio
climático será central, para tender el puente “de Seul a Cancún” entre
las
movilizaciones y reivindicaciones que allí se harán. </span></p>
<p style="text-align: justify;" class="ecxMsoNormal"><span
style="font-family: Arial;" lang="ES-UY"> </span></p>
<p style="text-align: justify;" class="ecxMsoNormal"><span
style="font-family: Arial;" lang="ES-UY"><span style=""> </span>Realizar
movilizaciones, foros, actividades, debates y acciones en Cancún, en
paralelo a
y hacia adentro de la COP 16, en un a gran espacio global por la
justicia
climática, estando alerta y rechazando cualquier mal acuerdo que
eventualmente
salga de esas negociaciones.</span></p>
<p style="text-align: justify;" class="ecxMsoNormal"><span
style="font-family: Arial;" lang="ES-UY"> </span></p>
<p style="text-align: justify;" class="ecxMsoNormal"><span
style="font-family: Arial;" lang="ES-UY"><span style=""> </span>Realizar
en Cancún, en paralelo a la COP 16, una Audiencia del Tribunal
Internacional de
los Pueblos sobre Deuda Ecológica y Justicia Climática, para labrar un
acta de
acusación sobre crímenes climáticos y ambientales</span></p>
<p style="text-align: justify;" class="ecxMsoNormal"><span
style="font-family: Arial;" lang="ES-UY"> </span></p>
<p style="text-align: justify;" class="ecxMsoNormal"><span
style="font-family: Arial;" lang="ES-UY"><span style=""> </span>Construir
una estrategia de comunicación descentralizada y multisectorial,
horizontal,
colaborativa y abierta, en forma de minga global, para compartir de
forma
permanente las iniciativas, actividades, informes y testimonios de las
acciones
que se realizarán en todo el mundo, posiciones y propuestas para una
solución
de fondo de la crisis climática. Esta estrategia incluiría tanto
nuestros
propios medios alternativos de comunicación como la incidencia en los<span
style=""> </span>medios informativos nacionales e
internacionales que estarán presentes en Cancún</span></p>
<p style="text-align: justify;" class="ecxMsoNormal"><span
style="font-family: Arial;" lang="ES-UY"> </span></p>
<p style="text-align: justify;" class="ecxMsoNormal"><span
style="font-family: Arial;" lang="ES-UY"><span style=""> </span>Impulsar
el proceso de preparación y discusión para la realización de una
Consulta/Referéndum Global sobre las políticas frente al cambio
climático.</span></p>
<p style="text-align: justify;" class="ecxMsoNormal"><span
style="font-family: Arial;" lang="ES-UY"> </span></p>
<p style="text-align: justify;" class="ecxMsoNormal"><b><span
style="font-family: Arial;" lang="ES-UY">Para realizar esto convocamos
a:</span></b></p>
<p style="text-align: justify;" class="ecxMsoNormal"><span
style="font-family: Arial;" lang="ES-UY"> </span></p>
<p style="text-align: justify;" class="ecxMsoNormal"><span
style="font-family: Arial;" lang="ES-UY"><span style=""> </span>Conformar
un Comité Internacional abierto a todas las redes, movimientos,
campañas y
organizaciones internacionales, que trabaje con sentido de
operatividad, unidad
y solidaridad, complementando los grandes esfuerzos de articulación,
movilización y logística que están realizando las organizaciones
mexicanas para
asegurar una presión y seguimiento de la COP 16 en Cancún, así como de
las
movilizaciones descentralizadas que se realizarán durante ese momento
clave en
otros lugares.</span></p>
<p style="text-align: justify;" class="ecxMsoNormal"><span
style="font-family: Arial;" lang="ES-UY"><span style=""> </span></span></p>

un grupo de trabajo internacional para concretar la estrategia de
comunicación
global, basándose en las redes ya existentes de comunicación
alternativa y en
profesionales que apoyen la incidencia en los medios internacionales
convencionales. </span></p>

<p style="text-align: justify;" class="ecxMsoNormal"><span

Mexicano reúne a actores
de la sociedad civil y movimientos sociales, entre ellos organizaciones
de base
a nivel urbano y rural, sindicatos, estudiantes, campesinas-os,
migrantes,
indígenas, redes de mujeres y algunas ONG’s que están interesadas-os en
debatir
los principales temas de la crisis climática, promover movilizaciones,
intercambiar información y articular acciones educativas y de difusión
por la
justicia climática de cara a la próxima Conferencia de las Partes de la
Conferencia Marco de Naciones Unidas para el Cambio Climático (COP-16),
a
realizarse del 29 de noviembre al 10 de diciembre del 2010 en Cancún,
México.
Es un espacio plural y abierto, en el que se expresan distintas
opiniones,
estrategias y culturas políticas, al mismo tiempo que se articula sobre
la base
de un claro posicionamiento político para la acción común.</span></i></b></p>
<p style="text-align: justify;" class="ecxMsoNormal"><b><i><span
style="font-family: Arial;" lang="ES-UY"> </span></i></b></p>
<p style="text-align: justify;" class="ecxMsoNormal"><span
style="font-family: Arial;" lang="ES-UY">A nivel internacional, las
redes, organizaciones y
movimientos sociales que hemos trabajado conjuntamente frente al modelo
de
libre comercio y sus efectos para los pueblos y en busca de
alternativas
apoyamos esta iniciativa y hemos enviado un llamado con nuestros
planteamientos
políticos de cara a la COP16. Se ha conformado un comité internacional
con
participación de redes internacionales, confluencias nacionales y
organizaciones interesadas en apoyar el trabajo de coordinación de las
actividades en Cancún.</span></p>

movimientos y redes sociales, se acordó mantener (en México y a nivel
internacional) las gestiones unitarias, proponiendo que los diferentes
movimientos sociales que van a realizar acciones paralelas coincidan en
la movilización
del 7dic, se elabore una declaración común, se fortalezca el apoyo
mutuo, en
materia de difusión de las actividades, se hagan labores de prensa
conjunta y
se coordinen al máximo los debates y paneles y se respete el papel y
autonomía
de cada espacio.</span></p>

lugar de
las actividades será la “super manzana </span><span

se propone llamar el “MUP Palas” (haciendo referencia al movimiento
social y al

aceptó las condiciones que había puesto el Diálogo Climático- Espacio
Mexicano:
respetar la autonomía, auto-coordinación e independencia de los
movimientos
sociales, no habrá presencia policial en el interior, ni procedimientos
de
seguridad para entrar a este espacio y los eventos, propaganda y
exposiciones
empresariales , así como las actividades mediáticas contratadas por el
gobierno
será en otro lugar de la ciudad (es decir lo que el gobierno ha llamado
la
“Villa Climática” se separa completamente de nuestro espacio autónomo
de
sociedad civil).</span></p>

is an initiative open to networks,
movements, campaigns, organizations around the world that work in a
unified way
and on the basis of solidarity with the popular movements preparing for
the COP
16 Climate Change conference in Cancún, México (from November 29 to
December
10, 2010). This International Committee [I.C.] (see the current
members' list
below) supports the major efforts such as joint actions, mobilizations
and educational
events that Mexican organizations are organizing to ensure that, in
combination
with ongoing monitoring efforts, popular sector pressure will be
brought to
bear on the official COP 16 conference. In addition <span style=""> </span>mobilizations
are being planned for several
regions/countries during the COP 16 conference in </span></b><b><span
style="font-family: Arial;" lang="EN-US">Cancun</span></b><b><span
style="font-family: Arial;" lang="EN-US">. The I.C. is
seeking to provide a space where as many organizations and people as
possible

change gaining new momentum - starting with the dissemination of the
IPCC report,
the Bali conferences, Copenhagen and the People’s Conference on Climate
Change
and the Rights of Mother Earth in Cochabamba, we, social movements and
organizations, together with international networks, have been
constructing a
set of popular initiatives that aim to strengthen the global movement
for
climate justice. </span></b></p>
<p style="text-align: justify;" class="ecxMsoNormal"><span
style="font-family: Arial;" lang="EN-US"> </span></p>
<p style="text-align: justify;" class="ecxMsoNormal"><span
style="font-family: Arial;" lang="EN-US">These initiatives share –
taking into account the many diverse realities– the same strategic
perspective.
To confront the grave global climate crisis, it is necessary to make
profound changes,
abandon the false solutions that will only worsen the problem and put
the
rights of the people and nature at the centre of this debate.</span></p>
<p style="text-align: justify;" class="ecxMsoNormal"><span
style="font-family: Arial;" lang="EN-US"> </span></p>
<p style="text-align: justify;" class="ecxMsoNormal"><span
style="font-family: Arial;" lang="EN-US">We believe it is necessary to
change the prevailing system of production and consumption, which is
based on
an unjust and exclusive development model that has a predatory
relationship
towards nature, and move towards new ways of living based on social,
environmental and climate justice.</span></p>
<p style="text-align: justify;" class="ecxMsoNormal"><span
style="font-family: Arial;" lang="EN-US"> </span></p>
<p style="text-align: justify;" class="ecxMsoNormal"><span
style="font-family: Arial;" lang="EN-US">For us, real solutions to
global warming must effectively reduce greenhouse gas emissions and
ensure
compensation for the climate debt the industrialized North has
accumulated in
the South. The real solutions are climate, environmental and social
justice,
respect for human rights and people’s self-determination, food
sovereignty, recuperation
of land and land reform, indigenous agriculture and people’s
integration and
solidarity.<span style=""> </span></span></p>
<p style="text-align: justify;" class="ecxMsoNormal"><span
style="font-family: Arial;" lang="EN-US"> </span></p>
<p style="text-align: justify;" class="ecxMsoNormal"><span
style="font-family: Arial;" lang="EN-US">We are fighting for the
recognition of common, but differentiated responsibilities and
commitments for
both emission cuts and assuming adaptation and mitagation costs. We
fight for a
just transition process, based on climate, environmental, social and
gender
justice, towards a new model that guarantees decent work, the creation
of good
jobs and the respect of workers’ rights. We fight to defend the right
to water
and the democratic, social and community management of water that helps
to halt
the climate crisis. We fight for land reform and the promotion of local
indigenous and peasant farming that has proven it is able to produce in
harmony
with nature and contribute to the cooling of the planet. </span></p>
<p style="text-align: justify;" class="ecxMsoNormal"><span
style="font-family: Arial;" lang="EN-US"> </span></p>
<p style="text-align: justify;" class="ecxMsoNormal"><span
style="font-family: Arial;" lang="EN-US">In the face of the weak and
problematic “Copenhagen Agreement”, we, the people, are committed to
the
construction and deepening of the “People’s Agreement”. We consider the
People’s Agreement reached at the Cochabamba Summit to be our starting
point,
which must be deepened and debated in the same way it was constructed -
that
is, through debate with and proposals from the people, and social
movements and
organizations. </span></p>
<p style="text-align: justify;" class="ecxMsoNormal"><span
style="font-family: Arial;" lang="EN-US"> </span></p>
<p style="text-align: justify;" class="ecxMsoNormal"><span
style="font-family: Arial;" lang="EN-US">The mobilizations, forums,
debates, meetings and activities that will be organized by social
networks and
organizations in </span><span style="font-family: Arial;" lang="EN-US">Cancun</span><span
style="font-family: Arial;" lang="EN-US">, </span><span
style="font-family: Arial;" lang="EN-US">Mexico</span><span
style="font-family: Arial;" lang="EN-US"> parallel to and
within the COP 16 will mark a key moment in the process of accumulating
experience and knowledge, and strengthening the global movement for
climate

style="font-family: Arial;" lang="EN-US">Mobilize to </span><span
style="font-family: Arial;" lang="EN-US">Cancun</span><span
style="font-family: Arial;" lang="EN-US"> and throughout
the world to reject the profit, lobby and commodification strategies
used by
the transnational companies, banks and those with financial interests,
governments of industrialized countries and their financial
institutions in
order to continue to avoid their historic responsibilities.</span></p>
<p style="text-align: justify;" class="ecxMsoNormal"><span
style="font-family: Arial;" lang="EN-US"> </span></p>
<p style="text-align: justify;" class="ecxMsoNormal"><span
style="font-family: Arial;" lang="EN-US">Support and promote
decentralized mobilizations around the world, like those of the Via
Campesina’s
call for “Thousands of Cancuns for Climate Justice.”</span></p>
<p style="text-align: justify;" class="ecxMsoNormal"><span
style="font-family: Arial;" lang="EN-US"> </span></p>
<p style="text-align: justify;" class="ecxMsoNormal"><span
style="font-family: Arial;" lang="EN-US">Unmask the false solutions to
climate change and accuse those responsible for them by providing
testimonies,
evidence and concrete proof of the negative impacts at the global level
of
carbon markets, genetically modified organisms, agrofuels,
geo-engineering,
nuclear energy, carbon capturing and storage, “Clean Development
Mechanisms”
and the current REDD projects, which are being promoted but do not
address the
real needs of the people.</span></p>
<p style="text-align: justify;" class="ecxMsoNormal"><span
style="font-family: Arial;" lang="EN-US"> </span></p>
<p style="text-align: justify;" class="ecxMsoNormal"><span
style="font-family: Arial;" lang="EN-US">Force the World Bank and its
regional and international financial bodies out of all plans for
managing and
financing efforts to address climate change and the global
environmental
crisis, as it is one of the primary agencies responsible for current
disasters
and for imposing an exclusive, predatory development model and
financial and
political conditionalities on many impoverished countries. </span></p>
<p style="text-align: justify;" class="ecxMsoNormal"><span
style="font-family: Arial;" lang="EN-US"> </span></p>
<p style="text-align: justify;" class="ecxMsoNormal"><b style=""><span
style="font-family: Arial;" lang="EN-US">As
Part of a Global Action Strategy, we propose:</span></b></p>
<p style="text-align: justify;" class="ecxMsoNormal"><b style=""><span
style="font-family: Arial;" lang="EN-US"> </span></b></p>
<p style="text-align: justify;" class="ecxMsoNormal"><span
style="font-family: Arial;" lang="EN-US">Holding a global day of
action on October 8th around the demand for the “World Bank Out of
Climate
Issues!” in parallel to the beginning of the annual meeting of this
agency,
which is responsible for multiple political disasters impacting people,
and as
a part of the “Global Week of Action Against Debt and International
Financial
Institutions”, from October 7th to 17th.</span></p>
<p style="text-align: justify;" class="ecxMsoNormal"><span
style="font-family: Arial;" lang="EN-US"> </span></p>
<p style="text-align: justify;" class="ecxMsoNormal"><span
style="font-family: Arial;" lang="EN-US">Participating and supporting
mobilizations called by TUCA, ITUC and trade union centrals on October
7th, the
World Day for Decent Work.</span></p>
<p style="text-align: justify;" class="ecxMsoNormal"><span
style="font-family: Arial;" lang="EN-US"> </span></p>
<p style="text-align: justify;" class="ecxMsoNormal"><span
style="font-family: Arial;" lang="EN-US">Mobilizing on October 12th in
various parts of the world to hold a Global Minga in Defense of Mother
Earth
and for Climatic and Environmental Justice. </span></p>

style="font-family: Arial;" lang="EN-US"> </span></p>
<p style="text-align: justify;" class="ecxMsoNormal"><span
style="font-family: Arial;" lang="EN-US">Carrying out a global common
day of actions on November 29, the day the COP 16 begins in </span><span
style="font-family: Arial;" lang="EN-US">Cancun</span><span
style="font-family: Arial;" lang="EN-US">. </span></p>
<p style="text-align: justify;" class="ecxMsoNormal"><span
style="font-family: Arial;" lang="EN-US"> </span></p>
<p style="text-align: justify;" class="ecxMsoNormal"><span
style="font-family: Arial;" lang="EN-US">Organizing mobilizations and
actions during the next G20 meeting, at a global level and in Seoul
where the
summit will be held and in which climate change issues will be central,
in
order to create a bridge “from Seoul to Cancun” to make the link
between
actions and demands promoted there. </span></p>
<p style="text-align: justify;" class="ecxMsoNormal"><span
style="font-family: Arial;" lang="EN-US"> </span></p>
<p style="text-align: justify;" class="ecxMsoNormal"><span
style="font-family: Arial;" lang="EN-US">Organizing mobilizations,
forums, activities, debates and actions in </span><span
style="font-family: Arial;" lang="EN-US">Cancun</span><span
style="font-family: Arial;" lang="EN-US"> parallel to and
within COP </span><span style="font-family: Arial;" lang="EN-US">16, in</span><span
style="font-family: Arial;" lang="EN-US"> a large global
space for climate justice, remaining alert and rejecting any bad
agreement that
could eventually come out of these negotiations. </span></p>

climatic

style="font-family: Arial;" lang="EN-US">Building a decentralized,
multi-sectoral, horizontal, collaborative and open communications
strategy in
the form of a global minga to contiuously share information on
initiatives,
activities, reports and testimonies on actions held around the world,
and
positions and proposals for a real solution to climate crisis. This
strategy
includes both our own alternative means of communication and
influencing
national and international media that will be present in </span><span
style="font-family: Arial;" lang="EN-US">Cancun</span><span
style="font-family: Arial;" lang="EN-US">. </span></p>

<p style="text-align: justify;" class="ecxMsoNormal"><b><span
style="font-family: Arial;" lang="EN-US">The Diálogo Climático-Espacio
Mexicano brings together a wide range of civil society and social
movement
actors, including urban and rural grassroots organizations, trade
unions,
students, peasants, migrants, indigenous peoples, women's networks and
some
NGOs, who are interested in debating the main issues related to the
climate
crisis, promoting mobilizations, exchanging information and
coordinating
educational and media activities to demand climate justice for the next
16th
Conference of Parts Meeting, which will take place from November 29th
to
December 10th, </span></b><b><span style="font-family: Arial;"
lang="EN-US">2010 in</span></b><b><span style="font-family: Arial;"
lang="EN-US"> Cancun, Mexico. It
is a plural and open space, in which different opinions, strategies and
political cultures are expressed while, at the same time, its
organizing efforts
are based on a shared and clear political position for common action.</span></b></p>
<p style="text-align: justify;" class="ecxMsoNormal"><b><span
style="font-family: Arial;" lang="EN-US"> </span></b></p>
<p style="text-align: justify;" class="ecxMsoNormal"><span
style="font-family: Arial;" lang="EN-US">At the international level,
the networks, organizations and social movements - that have worked
together in
the struggle against the free trade model and its effects on people's
lives and
in the search for alternatives - support this initiative. We have sent
a Call
with our political positions/proposals for COP16. An international
commitee has
been established, in which international networks, national alliances
and
organizations interested in supporting the coordination work towards </span><span
style="font-family: Arial;" lang="EN-US">Cancun</span><span
style="font-family: Arial;" lang="EN-US"> are
participating.</span></p>
<p style="text-align: justify;" class="ecxMsoNormal"><span
style="font-family: Arial;" lang="EN-US"> </span></p>
<p style="text-align: justify;" class="ecxMsoNormal"><span
style="font-family: Arial;" lang="EN-US">Although not all social
movements and networks are part of this confluence/space, it was agreed
that we
would continue looking for unity (in </span><span
style="font-family: Arial;" lang="EN-US">Mexico</span><span
style="font-family: Arial;" lang="EN-US"> and at the
international level) , proposing that the different social movements
that will
be organizing parallel activitiesjoin in the December 7th mobilization
and
elaborate a common declaration. We also propose that we strengthen our
efforts
through mutual support, in terms of promoting activities, doing joint
press
work, coordinating as much as possible our debates and panels and
respecting
the role and autonomy of each space.</span></p>

style="font-family: Arial;" lang="EN-US">Through negotiations with the
federal government and the municipal government of </span><span
style="font-family: Arial;" lang="EN-US">Cancun</span><span
style="font-family: Arial;" lang="EN-US"> and thanks to
social pressure, it has been confirmed that the venue for activities
wil be the
"Super Manzana 21", located in the center of </span><span
style="font-family: Arial;" lang="EN-US">Cancun</span><span
style="font-family: Arial;" lang="EN-US">. There is a
proposal to call the space “MUP Palas” (the name refers to the social
movement
and to the civil society meeting place that has been accredited by the
UN). The
government accepted the Dialogo Climático-Espacio Mexicano's
conditions, which
are: to respect the autonomy, the self-coordination and the
independence of
social movements; there will be no police inside the venue, nor
security
procedures for entering the space or to attend events. Also, corporate
propaganda and expositions and media events organized by the government
will
take place elsewhere in the city (that is to say that the “Villa
Climatica”,
set up by the government is totally separate from our autonomous civil
society
space).</span></p>

size and a campsite is being organized for them. At the campsite,

comunitary kitchens at a very low cost.</span></p>

dialogue to seek convergences with La Via Campesina and Klimaforum </span><span
