<h1><span style="">French government announces restitution to
Haiti of the "independence debt" <o:p></o:p></span></h1>
<p class="soNormal"" style="" text-autospace:none=""><span
class="pple-style-span"" style="" arialmt;="">Today,
the national holiday of France in commemoration of the taking of the
Bastille,
the symbol of the French Revolution of 1789, the French Minister of
Foreign
Affairs announced that his country has decided to return to Haiti the
sum of
money that we paid to France between 1825 and 1947 as an "indepedence
debt." The official statement says that France will make annual
payments to Haiti to the sum of 17 billion euros, over a period of 50
years. We
do not yet have any further details as to how these payments will be
made but
in his statement, the French Foreign Minister insisted that this amount
would
be paid in relation to the urgent financial needs of the country´s
"reconstruction"
in the aftermath of the January 12 earthquake. He also stated his hope
that other countries will take a similar decision. </span></p>
<p class="soNormal"" style="" text-autospace:none=""><span
class="pple-style-span"" style="" arialmt;="">Haitian
President Jean Bertrand Aristide called for the restitution of this
debt on
April 7, 2003, during the commemoration of the death of Toussaint
Louverture,
using the classic technique of net present value to calculate the
amount
of 21 billion $ U.S., using a low interest rate. According to the
information
received today, Foreign Minister Bernard Kouchner used the same figure,
taking
as his point of reference the 90 million gold francs we paid. Many
observers believe that the claim submitted by Aristide explains the
strong
mobilization of Jacques Chirac´s government in the process of
overthrowing
Arisitde in February 2004, as well as the direct involvement of the
French army
in the joint operation of military occupation of our territory that
occurred in
late February 2004 and was known as the IMF (Interim Multilateral
Force),
composed of soldiers from France, the United States, Canada and
Chile. The
IMF was replaced by the MINUSTAH in June 2004. </span></p>
<p class="soNormal"" style="" text-autospace:none=""><span style="">From
every point of view, however, this announcement is an important victory
for our
movements against debt domination, both within Haiti and globally. It
is a
step forward and a source of great satisfaction for the several million
anti
debt activists of our movements and the hundreds of thousands of
Haitians who
signed the petition in 2000 and have never abandoned the struggle for
total
cancellation of the illegal, illegitimate and criminal debt claimed of
our
country. A movement that has consistently made itself felt through
strong
mobilizations in particular since 1997. Last year a professor at the
National University of Haiti (UEH), James Darbouze, launched a new
international
petition demanding the restitution of this debt by the French
government. This petition was well received in France and attracted the
signatures of many activists and famous French intellectuals and
academics. <o:p></o:p></span></p>
<p class="soNormal"" style="" text-autospace:none=""><span
class="pple-style-span"" style="" arialmt;="">This
decision is important because it establishes a second precedent after
the
previous decision taken by the Government of Italy, in 2008, to
compensate
Libya for the years of colonial rule. This victory should be used in
the
context of mobilization for the payment of the immense ecological and
historical
debt that the imperialist powers owe to the peoples of the South, a
struggle
that has taken on various forms in recent years. </span><span
class="pple-style-span"" style="" arialmt;=""> </span></p>
<p class="soNormal"" style="" text-autospace:none=""><span style="">This
decision, taken in the name of the values of fraternity and equality of
the
1789 revolution, comes at a moment of great confusion with respect to
the debt
claimed of our country, including the cancellation of 1.2 billion
dollars of
multilaral debt in July, 2009, when Haiti reached completion point in
the
HIPC process initiated in March, 2006, the contradictory announcements
of one
of the principal holders of this debt, the Inter-American Development
Bank
(IDB), and the scandalous decision of the<span style="" yes="">
</span>International Monetary Fund to impose a new loan of $114 million
on
Haiti, a few days after the January 12 earthquake. <o:p></o:p></span></p>
<p class="soNormal"" style="" text-autospace:none=""><span
class="pple-style-span"" style="" arialmt;="">We
must be specially careful at this juncture, in particular when we
remember that
during his visit to Haiti after the earthquake, President Sarkozy
announced an
outlay of around 346 million euros.</span><span class="pple-style-span""
style="" arialmt;=""><span style="" yes="">
</span></span><span class="pple-style-span"" style="" arialmt;="">When
this sum was broken down, however, we realized that it contained
undisbursed funds from the package of APD agreements signed over
previous years
as well as a cancellation of more than $ 58 million of bilateral
debt. We
must also stress the very visible struggle that exists between U.S.,
Canadian,
and French companies (to name the most visible), who are battling to
take over
85% of the funds pledged by multilateral and bilateral arrangements
during
the March 31 conference in NY in support of the Reconstruction Plan
(PARDN) presented by the Haitian government. The French government's
gesture is part of inter-imperialist contradictions, where actors such
as
France, Canada, the USA, Brazil, EU, and the UN Secretary-General have
mobilized strongly around the many anticipated benefits of the
reconstruction
process. The decision announced today is particularly surprising when,
six months after the earthquake, the body set up on March 31 in a
situation of
dramatic urgency, with a mandate to coordinate the reconstruction
operations
for 18 months, is not working and will hold its second session on July
22. Available information indicates that the promises made have not
been
met, and that very few countries, such as Brazil, Venezuela, and
Norway, have
begun disbursement. The money received represents barely 1.5% of what
was
promised in New York. </span><span class="pple-style-span"" style=""
arialmt;=""> </span></p>
<p class="soNormal"" style="" text-autospace:none=""><span style="">PAPDA
calls on everyone who has contributed in the campaign against debt
domination
in Haiti to again mobilize in this new context, to: </span></p>
<p class="soNormal"" style="" none;text-autospace:none=""><span style=""
en-us="">1) Celebrate this first victory, working to ensure the
broadest
dissemination of this decision that has been kept very quiet so far by
the
international press; <o:p></o:p></span></p>
<p class="soNormal"" style="" none;text-autospace:none=""><span style=""
en-us="">2) Fight with respect to the modalities for disbursement of
these 17.5
billion dollars. The 50 years seem unacceptable to us and disbursement
should take place without any conditionalities in full respect for the
sovereignty of the Haitian people; <o:p></o:p></span></p>
<p class="soNormal"" style="" none;text-autospace:none=""><span style=""
en-us="">3) Mount new campaigns of solidarity with the Haitian people
demanding
the departure of the MINUSTAH and all foreign troops, and the full and
immediate cancellation of the debt that is still claimed against us. <o:p></o:p></span></p>
<p class="soNormal"" style="" none;text-autospace:none=""><span style=""
en-us="">4) Achieve implementation of an audit on the past 40 years of
ODA; <o:p></o:p></span></p>
<p class="soNormal"" style="" none;text-autospace:none=""><span style=""
en-us="">5) Use this case to promote similar processes of restitution
and
reparations;<o:p></o:p></span></p>
<p class="soNormal"" style="" none;text-autospace:none=""><span style=""
en-us="">6) Secure adoption of an immediate suspension of the
implementation of
the economic and trade agreements signed by Haiti, including the
commitments
made to the WTO and the EPA signed on December 10, 2009, with the
EU. We
are fighting for the adoption of a 3-5 year moratorium in particular on
free
trade agreements that are an obstacle to any development process. <o:p></o:p></span></p>
<p class="soNormal"" style="" text-autospace:none=""><span style="">7)
Demand effective programs and actions of solidarity to assist the
people of
Haiti in their efforts to overcome the difficult current crisis and
regain
their sovereignty, which means the immediate elimination of the CIRH
(Interim
Commission for the Reconstruction of Haiti) which excludes the people
and
institutional actors of Haiti from the strategic decision-making spaces
on the
so-called "reconstruction" and the 18 months of emergency. </span></p>

Hoy, dia de la fiesta nacional de Francia que comemora la toma de la
Bastille símbolo de la revolución francesa de 1789, el Ministro de
Relaciones exteriores de Francia anunció que su pais decidió devolver a
Haïti las sumas de dinero que pagamos entre 1825 y 1947 como "deuda de
la indepedencia". La declaración oficial menciona que Francia devolverá
a Haïti 17 mil millones de euros sobre un periodo de 50 años con pagos
anuales. No tenemos por el momento ninguna indicación sobre las
modalidades de pago de esta suma pero en su declaración insistió
diciendo que este monto sera desembolsado en relación con las
necesidades urgentes de financiamineto de la "reconstrucción" del pais
despues del terremoto del 12 de enero. Declaró también que espera que
otros paises tomen la misma decisión.<br>
<br>
El Presidente Jean Bertarnd Aristide habia reclamado el 7 de abril del
2003, durante la comemoración de la muerte de Toussaint Louverture, la
restitución de esta deuda que habia calculado a un monto de 21 mil
millones de $US aplicando la técnica clásica del Valor actual neto
utilizando una tasa de interes baja. Según la información recibida hoy
Bernard Kouchner utliza esta misma cifra tomando como referencia los 90
millones de francos oro que hemos pagado. Muchos observadores piensan
que el reclamo presentado por Aristide explica la fuerte mobilización
del Gobierno de Jacques Chirac en el proceso de su derrocamiento en
febrero del 2004 así como la participación directa del ejército frances
en la operación conjunta de ocupación militar de nuestro territorio
occurrida a final de febrero del 2004 llamada FMI (Fuerza multilateral
Interim) compuesta por soldados de Francia, de Estados Unidos, de
Canada y de Chile. La FMI será reemplazada por la MINUSTAH a partir de
junio del 2004.<br>
<br>
De todo modo este anuncio constituye una victoria importante de
nuestros movimientos contra la dominación de la deuda. A nivel global y
en nuestro pais. Es un paso adelante y una gran satisfacción por varios
millones de militantes de nuestros movimientos y por los cientos de
miloes de haitianos que firmaron la petición del año 2000 y que nunca
han abandonado la lucha por la cancelación total de la deuda ilegal,
ilegitima e criminal reclamada a nuestro pais. Un movimiento que se
manifestó de manera constante con fuertes mobilizaciones en particular
desde el año 1997. En el trancurso del año pasado un profesor de la
Universidad del Estado de Haiti (UEH), James Darbouze, habia lanzado
una nueva petición internacional reclamando al Gobierno frances la
restitución de esta deuda. Esta petición fue muy bien acogida en
Francia y recogió muchas firmas de militantes y de famosos
intelectuales e universitarios franceses.<br>
<br>
Esta decisión es importante porque introduce un segundo precedente
despues de la decisión tomada por el Gobierno de Libya en 2008. Esta
victoria debe ser utilizada en el contexto de la mobilización por el
pago de la inmensa deuda ecológica e histórica que las potencias
imperialistas deben a los pueblos del Sur que ha tomado varias formas
estos últimos años.<br>
<br>
Esta decisión tomada en nombre de los valores de fraternidad, de
igualdad de la reevolución de 1789 interviene en un periodo muy confuso
sobre el expediente d ela deuda externa reclamada a nuestro pais,
incluyendo la cancelación de 1.2 mil millones de dolares de la deuda
multilaral de juio del 2009 como punto de achievement del proceso HIPC
empezado en marzo del 2006, incluyendo anuncios contradictorios de uno
de los principales dueños de esta deuda el BID, incluyendo el escándalo
que constituyó el anuncio de parte del FMI que impusó algunos dias
despues del terremoto del 12 de enero un nuevo PRESTAMO de 114 millones
de dólares.<br>
<br>
Debemos ser muy cuidadosos a esta altura sobre todo cuando recordamos
que durante la visita del Presidente Sarkozy en Haiti despues del
terromoto anunció un desembolso del orden de 346 millones de euros. Al
desglosar esta suma nos dimos cuenta que contenia fondos no
desembolsados del paquete de acuerdos de APD firmados durante los años
anteriores y que incluia también una cancelación de deuda bilateral de
mas de 58 millones de $. También debemos subrayar la pugna muy visible
que existe entre empresas de Estados Unidos, de Canada y de Francia
(para hablar de los mas visibles) que luchan para apoderarse del 85% de
los fondos prometidos por los mecanismos multilaterales y bilaterales
durante la conferencia del 31 de marzo en NY en apoyo al Plan (PARDN)
presentado por el gobierno haitiano. El gesto del gobierno se inscribe
en unas contradicciones inter-imperialistas donde actores com Francia,
Canada, Estados Unidos, Brazil, UE, Secretario general de la ONU se
mobiloizaron fuertemente al rededor de los múltiples beneficios
previsibles del proceso de "reconstrucción". La decisión anunciada hoy
nos sorprende cuando 6 meses despues del terremoto en una situación de
dramatica urgencia el organismo creado el 31 de marzo para coordinar
las operaciones de reconstrucción durante 18 meses hasta ahora no esta
funcionando y va a realizar su segunda reunión el dia 22 de julio. Las
informaciones disponibles indican que las promesas hechas no se han
cumplido, pocos paises emnpezaron a desembolsar como Brazil, Venezuela
y Noruega. La plata recibida representa a penas 1.5% de lo prometido en
Nueva York.<br>
<br>
La PAPDA hace un llamado a tod@s y tod@s que contribuyeron a la campaña
contra la domincación de la deuda en Haïti para que se re-mobilizan
sobre esta nueva coyuntura para :<br>
1) celebrar esta primera victoria, trabajar para la mas amplia decisión
de esta información que esta muy callada hasta ahora por la prensa
internacional<br>
2) Pelear sobre las modalidades de desembolso de estos 17.5 mil
millones dolares. Los 50 años nos parecen inacceptables y los
desembolsos deben ser sin condicionalidades en pleno respeto de la
soberania del pueblo haitiano<br>
3) Montar nuevas campañas de solidaridad con el Pueblo haitiano
exigiendo la salida de las tropas de la MINUSTAH, la cancelación
inmediata e integral de la deuda que nos reclamen<br>
4) La puesta en marcha de una auditoria sobre los 40 últimos años de APD<br>
5) Utilizar este caso para impulsar procesos de reparaciones y
restituciones similares<br>
6) La adopción de una suspensión inmediata de la aplicación de los
acuerdos económicos y comerciales firmados por Haiti incluyendo los
compromisos tomados con la OMC, el EPA firmado el 10 de diciembre del
2009 con la UE. Estamos luchando por la adopción de una moratoria de 3
a 5 años en particular sobre los acuerdos de librecomercio que son un
obstáculo a todo proceso de desarrollo.<br>
6) Exigir programas y acciones efectivas de solidaridad para colaborar
con el Pueblo de Haiti en sus esfuerzos para superar la difícil crisis
actual y recuperar su soberania lo que significa la eliminación
inmediata de la CIRH (Comisión Interim de reconstrucción de Haïti) que
excluye el pueblo del pais y los actores institucionales de los
espacios de decisión estratégica en torno a la llamada "reconstrucción"
y de los 18 meses de emergencia.<br>

<p>Le Ministère des Affaires étrangères et européennes a annoncé
aujourd’hui que la France s’engageait à verser 17 milliards d’Euros
pour la reconstruction d’Haïti après le catastrophique tremblement de
terre qui a frappé il y a six mois cette nation caribéenne déjà
démunie, faisant près de 300 000 victimes.</p>
<p>L’annonce a été faite lors d’une conférence de presse ce matin à
Paris, à l’occasion de laquelle ont été dévoilés les détails de cette
nouvelle initiative bilatérale pour la reconstruction d’Haïti mise de
l’avant par le gouvernement français.</p>
<p>Le ministre des Affaires étrangères, Bernard Kouchner a déclaré,
lors d’une entrevue accordée à l’AFP aujourd’hui, que « six mois après
le tremblement de terre qui a dévasté Haïti, il est temps pour la
communauté internationale de parler d’une même voix et d’offrir une
aide concrète à Haïti. »</p>
<p><strong></strong></p>

<p><strong>« Étant donné que la France et Haïti partagent une
histoire commune et une longue amitié, nous prenons ces responsabilités
très au sérieux »,</strong></p>

<p><strong></strong> a affirmé Kouchner.</p>
<p>L’entente prévoit un calendrier qui permettra à la France de
rembourser à Haïti les 90 millions de francs or que son ancienne
colonie avait dû lui payer entre 1825 et 1947. Ce paiement historique,
longtemps source de tension entre les deux pays, avait été exigé par la
France pour compenser la perte de profits du trafic d’esclaves suite à
l’indépendance d’Haïti. Sous la présidence de Jean-Bertrand Aristide,
le gouvernement haïtien avait d’ailleurs lancé des procédures légales
visant l’annulation de cette dette, un enjeu qui avait aussi suscité de
vives protestations lors de la visite historique de Nicolas Sarkozy à
Haïti en février dernier.</p>
