Ruggie, representante especial del secretario general para derechos humanos y multinacionales. En este ámbito, algunas organizaciones y redes sociales pusieron sobre la mesa el debate sobre la necesidad de unas normas de obligado cumplimiento para las multinacionales en materia de derechos humanos. Aunque este debate tuvo su origen en la década de los setenta -cuando se intentó aprobar un código vinculante de normas para las multinacionales en la ONU-, desapareció durante la década de los ochenta y noventa cuando las propias Naciones Unidas decidieron impulsar exclusivamente los códigos de conducta voluntarios, como el Global Compact...</font></td>

No obstante, después de leer dichos textos, la decepción no puede ser más profunda. Dado que los proyectos de Ley llegan al Parlamento con casi dos años de retraso no se puede afirmar que el Gobierno no ha tenido tiempo para una modificación más intensa. Por ello, debemos pensar que el problema radica en la concepción misma de lo que debería suponer este cambio...</font></td>

En la compleja arquitectura destacaremos aquí el caso de CESCE, puesto que constituye el principal instrumento financiero utilizado por el Estado a ese efecto. Su objetivo principal radica en facilitar la internacionalización del sector privado, mediante la cobertura de riesgos de impacto derivados de las ventas de productos y servicios de empresas españolas en los mercados exteriores. Mediante este tipo de seguros el Estado asume riesgos políticos que podrían afectar operaciones empresariales en el exterior (sea inversión directa, sea exportaciones)...</font></td>

<i><b>De qué va...</b></i><br>
¿Qué sentido tiene el actual sistema de ayuda internacional frente a instrumentos transnacionales mucho más potentes que generan pobreza, destruyen ecosistemas o permiten la violación de los Derechos Humanos? ¿Cómo explicar que tras 60 años de cooperación internacional al desarrollo, el mundo de los empobrecidos, en su conjunto, no haya mejorado? Para responder a estas preguntas, este libro propone y desarrolla el concepto de «anticooperación». Se refiere al conjunto de interferencias negativas, desestructurantes, activadas desde el Norte (Global) hacia el Sur (Global). Compara los flujos de la cooperación al desarrollo con los asociados a los principales mecanismos de anticooperación. Sostiene que aún si la ayuda internacional fuera de calidad o eficaz, sus efectos serían globalmente inferiores. La anticooperación resulta ser más potente en términos económicos, políticos, culturales y ambientales. Desde esa perspectiva, el autor reexamina ámbitos como la deuda externa, el comercio internacional, la producción de tecnología, el cambio climático, el cribado migratorio, la guerra, o la propia ayuda, entre otros. Contraponiendo “cooperación” y “anticooperación”, se esbozan así retos para el sector de la cooperación y los movimientos sociales de justicia global en general, en su voluntad de transformación de las relaciones desiguales que caracterizan a la globalización capitalista.<br><br>

Se buscará compartir, a través de talleres, videos, charlas, etc., experiencias y luchas, analizando las causas y consecuencias de la crisis, y elaborando colectivamente alternativas al capitalismo, responsable de ésta crisis global. ¡Por el momento se han propuesto cerca de 140 talleres! El Foro Social Catalán 2010 tendrá lugar el 30 y 31 de enero en la Sede Central de la Universidad de Barcelona. Existe una lista de distribución para coordinar/organizar/comunicarnos.
