La ayuda catalana al desarrollo se despliega sobre diferentes territorios del Sur al mismo tiempo que políticas duras y blandas y otras interferencias transnacionales originadas en la economía y política catalanas. La influencia del conjunto de estas interferencias puede ser de una intensidad e importancia muy superiores a la cooperación catalana al desarrollo. Incluso puede tener efectos devastadores. Es por ello que conviene remover los fundamentos sobre los que se diseñan las principales políticas y estrategias de cooperación, tanto por lo que respecta a las administraciones públicas, como las ONGD y todas aquellas otras instituciones consideradas sujetos su cooperación al desarrollo (universidades, sindicatos, empresas, etc.). </font></td>

Podemos afirmar sin dudar que la riqueza del Norte se construyó a causa de la expoliación y la opresión de los pueblos de África, Asia, el Pacífico, América Latina y Caribe.
La esclavitud, la extracción de minerales e hidrocarburos, la introducción e imposición de monocultivos, el robo de biodiversidad y de conocimientos, consolidaron el poderío industrial, económico, y militar de los países centrales de Europa, Estados Unidos, Canadá, Japón y otros que forman parte de las naciones con las economías más enriquecidas del planeta. Esta situación a lo largo de los siglos no ha cambiado, por el contrario, con la llegada de la globalización neoliberal, se ha acrecentado, pues se sustenta en mecanismos de opresión como son el libre mercado, el endeudamiento financiero, el avasallamiento cultural y la utilización de la fuerza.

Los documentos responden a un encargo de la llamada Iniciativa Suiza, dirigida por la ex Alta Comisionada de las Naciones Unidas para los Derechos Humanos, Mary Robinson, con el objetivo de fijar los objetivos más apremiantes en este campo. Desde 2002, el equipo del Observatori del Deute en la Globalització (ODG) edita un Boletín electrónico mensual, el Boletín Notícias ODG. Los acuerdos de Asociación Económica (EPAs) que la Unión Europea plantea a los países africanos generan protestas de las organizaciones sociales africanas y se encuentran con reticencias, cuando no con la oposición de sus gobiernos. Los supuestos beneficiarios rechazan unos tratados que la Comisión Europea plantea como clave para el desarrollo y que presiona para firmar lo más pronto posible. ¿Por qué se da esta situación? ¿Cuáles intereses y propuestas defienden los representantes españoles que participan en las negociaciones? La pesca artesanal senegalesa se ve afectada por la competencia con la pesca industrial practicada por barcos extranjeros, en buena parte españoles y apoyados con fondos públicos. Paralelamente, el Estado español juega un papel destacable en las políticas pesqueras europeas y en la inclusión de este sector dentro de las negociaciones de los EPAs. ¿Qué mecanismos hacen posible ésta ingerencia española y europea? ¿Cuál es exactamente el impacto de estos corsarios modernos? <br><br>
El informe constata que, distorsionadamente, los intereses económicos europeos perjudican al desarrollo de África y que los poderes públicos priorizan a las grandes empresas antes que a las poblaciones africanas. Mientras tanto, los flujos migratorios africanos hacia Europa continúan...<br>
