La cumbre del G8, los líderes del mundo industrializado reunidos una vez más, este año en Italia (en la castigada ciudad de L’Aquila) para discutir sobre los “retos globales” como la crisis, el cambio climático o el hambre en el mundo. La ampliación del número de invitados, más allá de a lo que ya estábamos habituados en los últimos años y el morbo de ver a Obama (y Zapatero) en su primer G8 han dado el toque de color a la cumbre de L’Aquila. Ahora bien, más allá de las fotos y de las promesas de siempre ¿en qué ha quedado la cumbre del G8?</font></td>

Con el apoyo de los principales grupos y cámaras empresariales, y el papel clave que jugaron los medios de comunicación en manos de esos grupos, la derecha y extrema derecha del PL logró, tres años después de que Zelaya asumiera la presidencia de la República, el control de un Estado que se les escapaba de las manos. Junto a esas fuerzas internas, ahora queda determinar el grado de participación y conocimiento que tuvo el gobierno de Estados Unidos, a cargo de Barack Obama, dado a que durante la administración de George W. Bush las asperezas se acrecentaron al punto de tensionar las relaciones en las que el factor que contribuyó fue la estrecha cercanía que Zelaya tuvo con el gobierno venezolano y la llamada petropolítica de Hugo Chávez.</font></td>

Desde el Observatorio de la Deuda en la Globalización (ODG) iniciamos hace ya más de tres años un trabajo de discusión alrededor del concepto de la Deuda Ilegítima. Un trabajo compartido con muchas otras organizaciones y movimientos sociales de todo el mundo. Dicho esfuerzo de conceptualización se complementa con la realización de estudios de caso y, en la medida de lo posible, el impulso de procesos de auditorias de deuda que nos ayude a llevar a la práctica el concepto de deudas Ilegitimas. Es en este marco que desde el ODG hemos realizado el informe “Deudas ilegítimas entre el Ecuador y el Estado español”. A través del estudio de casos reales, se quería demostrar que existen deudas que el Estado español exige y cobra en la actualidad que pueden ser ilegítimas, y que es necesaria y factible la realización de auditorias integrales de la deuda, tanto en el Sur como en el Norte, para dilucidar el origen legítimo o no de dichas deudas.<br><br>

Este estudio, realizado por el Observatorio de la Deuda en la Globalización y la Asociación Catalana de Ingeniería Sin Fronteras, denuncia que los créditos FAD, tal y como se han utilizado hasta la fecha, no son el mejor instrumento para conseguir garantizar los derechos universales de las poblaciones del Sur para el 100% de acceso y saneamiento del agua.<br><br>
Así, en esta investigación se ha verificado que el uso del crédito FAD conlleva unos costes económicos, sociales, políticos y medioambientales sobre las poblaciones y el territorio que los recibe nada despreciables y que son más elevados que no si estuviéramos analizando donaciones desligadas, dentro de un lógica que entiende la AOD como un mecanismo de restitución histórica entre un Norte que se enriquece en base a empobrecer al Sur. Asimismo, la investigación demuestra que en algunos de los casos financiados se han producido irregularidades, cuando no ilegalidades en el proceso de licitación y/o ejecución del crédito. En efecto, el estudio muestra cómo los créditos FAD promocionan y facilitan la internacionalización de la empresa española en los países empobrecidos, a la vez que destruyen las capacidades locales de crear un tejido industrial propio. Por este motivo, en él se afirma que los créditos FAD no son el instrumento más adecuado para luchar contra la pobreza, ya que con su utilización se incrementa la dependencia financiera de estos países. De esta manera, se muestra cómo su utilización agrava la insostenibilidad de la deuda externa.<br><br>
