Los proyectos de cooperación internacional incorporan, cada vez más habitualmente, ideas como “partenariados norte-sur”, ”partenariados de investigación”, “partenariados internacionales” o “partenariados público-privados”. En principio, deberíamos celebrar este giro conceptual, ya que la idea de partenariado, indica que las relaciones entre las partes, que antes eran de asistencia, ahora lo son de colaboración entre iguales. Por lo tanto, se asume que, en el contexto de los partenariados, las relaciones de poder que antes eran verticales, ahora son más horizontales. En el caso concreto de los partenariados público – privados, el concepto de partenariado puede indicar que el sector público no se desresponsabiliza de determinados campos de intervención que son fundamentales para garantizar determinados derechos sociales. No obstante, se corre el peligro de que la palabra partenariado se utilice, simplemente porque interpela a lo que hoy resulta políticamente correcto. Su uso no garantiza per se una ruptura con modos de hacer asistencialistas y, ni mucho menos, una reubicación del lugar de poder. </font></td>

A tal fin se están organizando diferentes festividades para la semana del 27 al 31 de marzo durante la Asamblea Anual de Gobernadores, que se llevará a cabo en Medellín, Colombia. Sin embargo, en lugar de celebrar, las organizaciones de la sociedad civil de América Latina y el Caribe están organizando una evento alternativo para visibilizar los costos humanos y ambientales de las fracasadas políticas de “desarrollo” del banco, orientadas principalmente a la promoción de megaproyectos ecológicamente perjudiciales, que brindan muy pocos beneficios a las poblaciones locales más desfavorecidas y no respetan los derechos de las comunidades indígenas y de otros grupos étnicos tradicionales. </font></td>

En los últimos meses no paramos de escuchar, ver y vivir como nos está afectando la crisis financiera y económica en nuestro entorno más inmediato. Aun así, se habla muy poco (por no decir casi nada) del alcance de los impactos de la actual crisis en los países empobrecidos, una crisis que ellos no han provocado y que, en menor o mayor medida, los puede debilitar todavía más. Es por esto que desde el ODG queremos, a través de este seminario, analizar en profundidad cómo está afectando la crisis en estos países y cómo pueden hacerle frente. <br><br>
De este modo, en una primera sesión analizaremos los efectos tanto a nivel social, económico como ecológico de esta crisis entre los pueblos del Sur. A partir de aquí queremos presentar cuáles son las propuestas que desde el Norte y desde organismos internacionales como el Banco Mundial, el FMI o el G20 se están planteando para que los países del Sur puedan hacer frente a la crisis. Con las propuestas sobre la mesa intentaremos contrastar algunas de estas ‘recomendaciones´ con los impactos antes observados. Así, plantearemos un debate sobre si la salida a la crisis debe ser más o menos conexión al comercio internacional, evaluando las propuestas sobre proteccionismo y libre comercio que se están planteando desde diferentes sectores. A la vez, querremos discutir sobre si los países del Sur necesitan nuevos flujos monetarios externos para poder hacer frente a la crisis o, si por el contrario, ahora es el momento de buscar nuevas fuentes y formas de financiación y romper así la dependencia de las fuentes exteriores. Como colofón final queremos debatir sobre cuáles son las alternativas que intuimos podrían ser las más válidas para que finalmente los países del Sur no tengan que pagar la factura de esta crisis.<br><br>

En el informe se analizan varios casos de créditos FAD, exponiendo cuestiones relacionadas con el destino y la gestión de los fondos, con el objetivo de plantear su legitimidad o ilegitimidad. Se trata de créditos otorgados por el Estado español a países como Somalia, Indonesia, Angola, Nicaragua, El Salvador, Chad o Ecuador, desde mediados de los 80 hasta el año 2005, para usos tanto diversos como la adquisición de armamento o vehículos militares españoles, la construcción de un hospital con problemas de funcionamiento, un hotel de lujo en uno de los países más pobres del mundo o infraestructuras para el uso y beneficio de empresas transnacionales.<br><br>
El informe "Créditos FAD: Evidencias de Ilegitimidad", elaborado por un grupo de investigadores del Observatorio de la Deuda en la Globalización, se puede descargar entero, o en formato de fichas autónomas (una por país). La asignatura tiene como objetivo introducir al estudiante a los conflictos ambientales derivados del acceso de diferentes actores a los recursos naturales (y servicios ambientales) y a la vez, los derivados de las cargas de la contaminación. Es decir, todos aquellos conflictos ecológico-distributivos (locales o internacionales) nacidos del creciente metabolismo social, desde el punto de vista de la pugna de actores con diferentes intereses y valores, que utilizan lenguajes de valoración también distintos. Está orientada principalmente a estudiantes de doctorado. La asignatura forma parte de la especialidad del Master de Sostenibilidad de la UPC que corresponde a la evaluación de políticas ambientales.<br><br>
