La tan augurada aportación al desarrollo, a la eficiencia energética y la tecnificación eléctrica de los países del Caribe que la inversión extranjera montada sobre Unión Fenosa iba a comportarles, quedó en engaño, tal y como parecen demostrar los movimientos sociales que se levantan o se levantaron en estos tres países contra Unión Fenosa. </font></td>

Ley Reguladora de la Gestión de la Deuda Externa (junio de 2006)<br><br>
El pasado jueves 22 de junio se aprobó en el Pleno del Congreso de los Diputados la Ley Reguladora de la Gestión de la Deuda Externa con los votos favorables del PSOE, PP, CiU, PNB y CC, la abstención del Grupo Mixto y el voto en contra de ERC y de IU-ICV-EUiA. Esta Ley no satisface las aspiraciones de la sociedad civil ya que no considera ninguna responsabilidad de la administración española en el origen del endeudamiento. Tampoco regula en profundidad los mecanismos que hoy día continúan generando deudas (FAD y coberturas de la CESCE), de manera que no se imposibilita que se puedan continuar generando deudas ilegítimas en el futuro. El redactado de la Ley tampoco recoge un compromiso firme de cancelación de la deuda de los países endeudados con el Estado. En realidad solamente se cancelará la deuda de 25 de los 80 países endeudados con el Estado español: como mucho, tan sólo se llegarán a cancelar 1.200 millones de euros sobre un total de 10.200 millones, que es la deuda acumulada de estos 80 países. Por estos motivos, aunque esta Ley ya se ha aprobado en el Congreso, desde la sociedad civil se seguirá intentando paliar sus defectos durante el trámite parlamentario en el Senado que se llevará a cabo en el próximo otoño.

<td class="txt"><font style="font-family: Verdana, Arial, Helvetica, sans-serif; font-size: 11px; color: #666666; text-decoration:none; list-style-image: url(/imatges/vinyeta.gif); list-style-position: outside; "> La Junta General de Accionistas de Repsol-YPF el 16 de junio de 2006 en Madrid, empezó con tensiones este año, cuando a los pocos minutos de iniciar la sesión, los cuerpos de seguridad expulsaron a cuatro activistas que lucían camisetas con el lema "RIPSOL MATA" e intentaron desplegar pancartas. <br><br><i></i>
En el exterior del recinto, se fueron concentrando un centenar de manifestantes convocados por la Campaña “Repsol 2006, Contrajunta de Afectad@s”. Se distribuyeron 300 folletos informativos a los accionistas en las afueras del reciento y se sostuvieron sendas conversaciones con ellos. Esta iniciativa ha articulado a poblaciones del Estado Español y América Latina afectadas en términos socio-ambientales por Repsol-YPF. <b>Martín Velázquez Maliqueo, Lonko (dirigente) de la comunidad mapuche de Lonko Purrán</b>, megáfono en mano, expresó cómo impactan os más de 100 pozos de la empresa en su territorio, ubicado en la desértica Patagonia Argentina. Por su parte, <b>Benildo Vaca, dirigente de la Asamblea del Pueblo Guaraní del territorio Itika Guasú</b>, también se acercó a las puertas del evento, denunciando la contaminación y accidentes que ha provocado Repsol en el Bloque Caipipendi, uno de los más productivos de Bolivia.<br><br>
También participaron colectivos ecologistas de las Islas Canarias, donde Repsol exploró hidrocarburos sin tener aprobado el Estudio de Impacto Ambiental, y otras organizaciones y colectivos del Estado español. <br><br>
Mientras al exterior del Palacio, se desplegaron pancartas, ataúdes y disfraces con símbolos necrológicos, la sorpresa llegó del interior del recinto. <b>Un accionista de Repsol, miembro de la Campaña, tomó la palabra lanzando una profunda crítica al accionar de la empresa en los lugares donde opera. Fundamentado en datos validados en informes, denunció la militarización de los campos de Repsol en Colombia, donde Amnistía Internacional relacionó esta empresa con grupos paramilitares.</b> También comentó los atentados a la salud pública de poblaciones mapuches en el yacimiento Loma de la Lata, donde se han detectado concentraciones muy elevadas de metales pesados. Para terminar, se preguntó porqué Repsol-YPF, no informa en sus declaraciones de Responsabilidad Social Corporativa (RSC) de los conflictos sociales que genera y también cuestionó dónde aparecen las partidas presupuestarias del financiamiento grupos policiales como la Policía del Oleoducto de Crudos Pesados de Ecuador.<br><br>
La Campaña ha recibido el apoyo de más de 70 organizaciones internacionales que han adherido el Manifiesto (ver en adjunto), y ha realizado acciones en Consulados de España y oficinas de Repsol en países como Ecuador, Argentina e Inglaterra y ciudades como Sevilla, Pamplona, Bilbao, Tarragona y Barcelona. Fue precedida por tres giras en el Estado español, protagonizada por representantes huaoranis, mapuches y guaranis, que enlazaron su resistencia con colectivos locales y ofrecieron su testimonio en charlas y entrevistas en diferentes medios. <br><br>

A lo largo de la semana pasada, más de 100 organizaciones de la sociedad civil enviaron una carta a los Ministros de Comercio de los países miembros de la OMC en la que denunciaban la falta de legitimidad de la reunión mini-Ministerial que se llevará a cabo en Ginebra entre el 27 de junio y el 2 de julio. <br><br>
Según se dice en la carta, "las negociaciones actuales excluyen hoy en día cualquier posibilidad de beneficiar a la mayoría de la población del mundo, especialmente a los pueblos de los países en desarrollo empobrecidos". Por el contrario, muchas de las propuestas que se están discutiendo restringirán radicalmente las opciones de los países en desarrollo en materia de políticas nacionales y, en consecuencia, las políticas neoliberales adquirirán un rango casi constitucional. <br><br>
Una serie de informes económicos sobre los resultados proyectados de la Ronda de negociaciones de Doha de la OMC, incluidos informes del Banco Mundial, de las NNUU, y de la Carnegie Endowment for International Peace, anticipan que la mayor parte de las ganancias que se supone generarán las propuestas vigentes en la Agenda de Doha serán cosechadas por los países desarrollados y sus grandes empresas. Por ello, la carta indica que las negociaciones continúan ignorando los problemas graves del comercio agrícola, industrial y de servicios. Por ejemplo, la revisión del acuerdo agrícola, en lugar de abordar y resolver las necesidades de sustento y supervivencia de los cientos de millones agricultores familiares del mundo entero, se ha enfocado a ampliar los mercados mundiales para la agroindustria de los países desarrollados. <br><br>
En la inminente reunión mini-ministerial de la OMC se quieren cerrar temas claves de la Ronda de Doha la cual sirve, por encima de todo, a los intereses privados de las empresas transnacionales más grandes del planeta. Ante ello, el centenar de organizaciones de la sociedad civil que firman la carta dirigen tres demandas a los Ministros del Comercio: <br>
1. Que cuestionen la legitimidad de la mini-Ministerial de junio y que le retiren su apoyo. Tengamos en cuenta que, según las mismas normas de la OMC, las decisiones importantes se deberían tomar con la participación efectiva de todos los Ministros, y en las mini-Ministeriales sólo participa un grupo selecto de países. <br>
2. Que rechacen cualquier intento del director general de la OMC, Pascal Lamy, de redactar su propio texto con el que cerrar la negociación.<br>
3. Que comiencen a aplicar un nuevo enfoque al sistema multilateral de comercio. La agenda de Doha debe ser enterrada. Las nuevas reglas deberían orientar políticas comerciales que garanticen los derechos humanos y promuevan un desarrollo ecológicamente sustentable y centrado en las personas. <br><br>

Estas son algunas de las preguntas lógicas que tenemos delante, para orientar el debate que tendremos. Por ello se requiere una participación rica. Desde la comisión preparatoria de la asamblea estamos trabajando un documento de propuesta a debatir, pero no dejamos de animarlos a que hagan sus propias aportaciones, que sin duda enriquecerán el debate. Si alguna persona quiere participar en la próxima reunión de la comisión, nos encontraremos el <b>miércoles 21 a las 19h30 en el infoespai. </b><br>

Tres testigos de excepción: un abogado defensor de Derechos Humanos exiliado, un miembro de una asociación de campesinos y la integrante de una organización de mujeres, nos explicarán qué significa sufrir en carne propia el terrorismo estatal por ser defensores/as de Derechos Humanos en un país como Colombia, donde los crímenes de Estado se mantienen en una impunidad del 98%, a pesar de la presión internacional.
