<td><font style="font-family: Verdana, Arial, Helvetica, sans-serif; font-size: 11px; color: #666666; text-decoration:none; list-style-image: url(/imatges/vinyeta.gif); list-style-position: outside; ">Los pasados 22 y 23 de abril tuvieron lugar en Washington las reuniones de primavera del Banco Mundial y el Fondo Monetario Internacional. Este año, el protagonismo del debate se lo llevó el Fondo, con la Revisión Estratégica de las funciones del FMI que está siendo considerada por la junta de gobernadores como centro de atención. Con respecto al Banco Mundial, una vez ya se ha puesto en marcha la Iniciativa para el Alivio de la Deuda Multilateral (MDRI) propuesta por el G8 el año pasado, las discusiones se centraron en el tema de la corrupción (que Wolfovitz ha tomado como bandera de su presidencia en el Banco) y la inversión en mecanismos de energía limpia.
Mientras, la sociedad civil crítica con ambas instituciones denuncia, entre otras cuestiones, la insuficiencia de las iniciativas de alivio de la deuda externa, la hipocresía del discurso del Banco sobre corrupción y la necesidad de una reformulación realmente profunda de las estructuras, distribución de poder, funcionamiento y funciones tanto del FMI cómo del BM.

Para ello, a lo largo de diferentes sesiones temáticas se hizo una puesta en común de información sobre el estado del proceso de negociación en la OMC. Con el objetivo de obtener información directa sobre esta cuestión fue de gran ayuda contar con la participación en una de las sesiones de los embajadores en la OMC de la India y de Venezuela. Las jornadas también contaron con una vertiente de estrategia, en la que se debatió sobre cómo organizar y orientar la movilización contra el avance de la liberalización comercial. A continuación detallamos los puntos principales que se trataron en el decurso de las jornadas.</font></td>

Se trata también de presentar las percepciones que tienen los diferentes actores implicados. Así, para acercarnos y poder profundizar el debate sobre la RSC, las Jornadas nacen con el triple objetivo de: realizar un diagnóstico sobre el estado de la cuestión; profundizar las diferentes visiones y modelos; ayudar a establecer criterios claros que sirven de referencia a las ONGD catalanes a la hora de tomar posición y actuar.
En ese sentido, las Jornadas tienen la voluntad de abrir el debate y dinamizar la reflexión sobre cuáles son los mitos y limitaciones de la RSC, cuáles es el papel que podemos asumir los movimientos sociales y las ONGD en lo que atañe al diáogo sociedad/empresa, y cuál es la situación legal y las iniciativas internacionales que plantean el control de la actividad empresarial.

La entrada de paramilitares en la región coincidió con el anuncio del descubrimiento de petróleo en uno de sus pozos. A partir de entonces se documentaron horrendas masacres y múltiples violaciones de derechos humanos. Repsol invade también territorios indígenas lo que ha motivado una fuerte resistencia de las comunidad U’wa. El ODG estuvo en Arauca conociendo de primera mano todos los impactos sociales y ambientales generados y toda la resistencia contra la petrolera. El resultado ha sido este informe.

De momento la presión ha servido para que el Partido Socialista presente algunas modificaciones al actual Informe de la Ponencia de la ley. Parece que el PSOE se mueve hacia algunas de las demandas que se le vienen haciendo, en el sentido que propone obligar al Gobierno a revisar los mecanismos generadores de deuda (créditos FAD y coberturas de la CESCE) con el objetivo de establecer criterios que tiendan a reducir el riesgo de reproducción de situaciones de sobreendeudamiento insostenible, así como de obligar al Gobierno a presentar un Proyecto de Ley de regulación de estos mecanismos. Así mismo, parece que hi existe un compromiso de no ligar las conversiones de deuda hacia la compra de bienes y servicios españoles, pero se continúan promoviendo las conversiones por inversiones privadas a través de las cuales empresas españolas obtienen importantes beneficios. </b>
De todas maneras, parece claro que no acepta legislar sobre corresponsabilidad ni adicionalidad de recursos (seguirán contabilizando la cancelación de deuda como manera de aumentar artificialmente la AOD), ni mayor transparencia de la información. En cuanto a la participación de la sociedad civil no queda claro que se acabe aceptando la participación de la sociedad civil del Sur, ni que se recoja la creación de una comisión ad hoc dependiente del Consejo de cooperación dentro del articulado de la ley. Tampoco no se reflejan las auditorías de deuda ni los mecanismos de evaluación de los instrumentos de generación de deuda, así como compromisos firmes de cancelaciones de deuda para todos los países endeudados con el Estado español.</b>
