Más a menudo lo entorpece. </font></td>

Efectivamente, un recorrido por la construcción de represas en el Alto Bio-Bio (Chile), pasando por la irregular privatización de ENERSIS (antes Chilectra) así como la compra y gestión de la “Represa Pestilente” del río Muña (Colombia), nos permiten preguntarnos sobre quién heredará la deuda ecológica y social que ENDESA ha generado. </font></td>

Justo ahora, la sociedad civil del Norte está empezando a hacer los primeros pasos en este sentido. <br>
El objetivo de las auditorías de deuda es conocer dónde fueron a parar los créditos otorgados, quiénes se beneficiaron, cuáles fueron los impactos que éstos tuvieron sobre los pueblos del Sur y su medio ambiente, así como quiénes son los responsables directos de estos impactos. Auditar la deuda ayuda a dirimir el origen legítimo o no de los créditos, con el objetivo de cancelar todas las deudas ilegítimas. También permite exigir responsabilidades sobre aquellas personas y o/instituciones que permitieron un uso no legítimo de los créditos. <br>
Encontramos precedentes de auditorías de deuda en Brasil, Argentina, Perú, Filipinas, Sudáfrica, entre otros países, que nos pueden ayudar a visualizar lo que estamos hablando. No obstante, el sentido de este seminario es el de reflexionar sobre la conveniencia de hacer auditorías también en el Norte, para conocer si los créditos otorgados y o/avalados por el gobierno español tienen un origen ilegítimo. Por eso, queremos debatir sobre la ilegitimidad y las auditorías de deuda con expertos sobre esta temática. Asimismo, no queremos desaprovechar la ocasión para llevar a cabo una mesa redonda en la que el gobierno estatal, los diferentes grupos políticos con representación parlamentaria y las campañas de deuda puedan expresar su posición respeto la ilegitimidad y la auditoría de la deuda. <br><br>

El viaje propuesto va a priorizar las vertientes política y económica de la globalización, y en segundo lugar, la cultural, social y ambiental, y será conducido por cerca de 30 profesores/as que investigan o trabajan directamente en temas claves vinculados a distintas parcelas (gobernabilidad, seguridad, mass media, erosión democrática, corporaciones transnacionales, Consenso de Washington, deudas en la globalización, unilateralismo/multilateralismo, nuevos movimientos sociales, etc). El postgrado se divide en los 5 bloques que podréis ver en el programa. Finalmente, el postgrado es uno de los 6 que integran el Master de Sostenibilidad organizado des de la 'Càtedra UNESCO a la UPC.<br><br>

Nuestra propuesta de campaña surge a imagen y semejanza de las ‘contra-cumbres’ cuando los gobiernos se reúnen para tomar altas decisiones. Proponemos una CONTRA-JUNTA de AFECTADOS paralela a la junta de accionistas, es decir, un encuentro de reflexión, generación de redes y denuncia, que alcance a quienes en realidad toman las decisiones de ‘nuestra’ petrolera: los accionistas de REPSOL-YPF. Oficiosamente, esa Junta (y por lo tanto la Contra-Junta) se celebrará en Madrid durante el mes de mayo 2006, en una fecha aún por confirmar. Por lo tanto, la cita es casi INMEDIATA.

Este proyecto, con el que se crearía la fábrica de tratamiento de celulosa más grande del mundo, tiene graves implicaciones ambientales, sociales y económicas para los ciudadanos y ciudadanas de la zona (uso excesivo del agua, monocultivos de eucaliptos, pérdida de biodiversidad, contaminación del aire y el agua, ...). Desde el ODG os presentamos este informe que analiza diversos aspectos del proyecto, así como el posible apoyo de CESCE al mismo. Todo ello en el marco de una campaña, llevada a cabo desde "¿Quién debe a Quién?", para parar los apoyos financieros públicos que desde el Estado español se quieren atorgar a éste proyecto.</font></td>
