<td class="txt">México no es solamente la sede del próximo Foro Mundial del Agua (16 al 22 de marzo), convocado por actores como el Consejo Mundial del Agua, que generalmente han defendido la privatización de este recurso vital y su toma de control por parte de empresas transnacionales. En efecto, es también el escenario donde una amplia gama de organizaciones indígenas y campesinas, sindicatos, intelectuales y ONGs aprovechan la ocasión para debatir sobre esta problemática y evaluar las alternativas posibles a la privatización. En adjunto, Efraín León y Octavio Rosas Landa aportan una atinada reflexión sobre la agresión que implica la privatización de los recursos hídricos para las poblaciones locales. Por otra parte, retomamos el informe final del Seminario "Por un Modelo Público del Agua" que reunió en el mes de noviembre de 2005 a varias organziaciones en torno a la gestión pública del agua. </td>

Hasta el momento, los resultados parecen haber sido satisfactorios, sobre todo en términos de la extensión de la comunicación entre los movimientos sociales a nivel intercontinental. El próximo sábado 1 de abril organizaremos el décimo Seminario de ODG que tratará el tema de la legitimidad de la deuda y la necesidad de llevar a cabo auditorías. Esta línea de trabajo ha sido desarrollada desde hace algún tiempo por las campañas de deuda de la sociedad civil del Sur. Apenas ahora, la sociedad civil del Norte empieza a hacer los primeros pasos en ese sentido. El objetivo de las auditorías de deuda es de saber cuál fue el destino de los créditos otorgados, quiénes se beneficiaron, cuáles fueron los impactos que tuvieron sobre los pueblos del Sur y el medio ambiente, así como quiénes son los responsables directos de dichos impactos. Auditar la deuda ayuda a distinguir el origen legítimo o no de los créditos, para cancelar todas las deudas ilegítimas. También permite exigir responsabilidades sobre aquellas personas y/o instituciones que permitireron un uso no legítimo de los créditos. Encontramos precedentes de auditorías de deuda en Brasil, Argentina, Perú, Filipinas, entre otros países, que nos pueden ayudar a visualizar a qué nos referimos. El objetivo del Seminario se ubica en reflexionar sobre la conveniencia de hacer auditorías también en el Norte, para hacer conocer si los créditos otorgados y/o avalados por el gobierno español tienen un origen legítimo. Por ello, queremos debatir sobre la ilegitimidad y las auditorías de deuda con expertos en la materia. Asimismo, no queremos desaprovechar la ocasión para llevar a cabo una mesa redonda donde el gobierno estatal, los diferentes grupos políticos con representación parlamentaria y las campañas de deuda puedan expresar su posición respecto a estos temas. </td>
