Este Tribunal Internacional de Opinión juzgará la responsabilidad del Estado español en la deuda bilateral que los Pueblos del Sur han contraído con el mismo así como su papel en las instituciones financieras internacionales en relación con la deuda multilateral.<SPAN style="mso-spacerun: yes"> </SPAN></FONT></FONT></SPAN></P>
