Comisión de Peticiones
del Parlamento Europeo, Comité de los ciudadanos por
excelencia esta herido de muerte, al haberse aprobado
ayer miércoles el informe Corbett de la Comisión de Asuntos
Institucionales (AFCO) en Estrasburgo. Una enmienda de este
informe sobre el procedimiento interno del Parlamento busca acallar
y debilitar a la comisión de Peticiones mediante un cambio del reglamento de
funcionamiento del Parlamento Europeo. Propone obligar solo a la Comisión de
Peticiones a tener que presentar sus
informes conjuntamente y bajo la supervisión con otra
Comisión del Parlamento con la automática aplicación de la regla de "cooperación
reforzada". En esta nueva situación, insólita en el PE, la Comisión de
peticiones no podría rechazar ninguna de las propuestas de la otra comisión,
que en todo caso irían directamente al pleno para ser votadas.
Esto supondría una camisa de fuerza política para poder presentar informes como
el recientemente aprobado informe Auken sobre urbanismo, que responde a miles de
peticiones ciudadanas.</SPAN><SPAN lang=ES-TRAD

la enmienda del Informe Corbett propone que los informes de
la Comisión de Peticiones no puedan gozar de un
debate con participación de distintos diputados en el pleno del
parlamento europeo. As´i se cerraría la puerta al debate de los asuntos de
iniciativa ciudadana y quita la razón de ser de los mismos informes de la
comisión de peticiones que no son legislativos sino por
naturaleza son de opinión.</SPAN><SPAN lang=ES-TRAD

David Hammerstein, Eurodiputado de Los Verdes/ ALE, esta aprobación supone <B

style="mso-bidi-font-style: normal">" Un gravísimo retroceso del
derecho de petición del ciudadano, al debilitar al comité de peticiones con esta
enmienda. Las peticiones ciudadanas molestan mucho a los Estados y a los poderes
establecidos. Por esta razón los grandes partidos intentan cambiar las
reglas de la comisión de peticiones para cerrar la puerta de las instituciones
europeas con un doble candado a prueba de molestos conflictos ciudadanos.
